The primary purpose of this position is to serve as a Program Analyst in a developmental capacity, performing assignments applying aircraft mx/logistics experience designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.
Duties
GS-11 DUTIES
Performs moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of aircraft maintenance/logistics principles, methods, and techniques.
Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity.
Carries out special projects and participates in special initiatives and studies.
Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents.
GS-12 DUTIES
Applying military aviation and logistic experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of flying operations in a major command program.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

- Must be able to obtain and maintain a Secret security clearance.
- Aircraft maintenance/logistics experience ( e.g., crew chief, maintenance personnel) is critical to the successful completion of the work.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
- GS-12: Operative experience using various AF systems including but not limited to; Fleet Asset Status Data Services (FAS), Global Combat Support System (GCSS), Logistic Installation and Mission Enterprises View (LIMS-EV), (cont.)
- (Cont.) and Reliability and Maintenance Information System (REMIS) is highly desirable.
- GS-12: Advanced skills with using Microsoft Excel including creating charts, graphs, pivot tables, and linked worksheets is highly desirable.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Air Force maintenance/logistics expertise as it applies to assigned programs; and assigned weapons systems and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying aircraft maintenance/logistics experience to analyze, develop, and evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations. (2) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations. (3) Knowledge of command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
GS-11 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-11:
I. Knowledge of the principles, concepts, and theories of Air Force maintenance/logistics and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments related to mobilization, deployment, PPBS, exercise, foreign military sales, acquisition, weapon system/training device upgrade/modification, special operations, rescue, or similar operations.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the maintenance and logistics to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of Air Force maintenance/logistics sufficient to perfom1 moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.
GS-12:
1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, foreign military sales, associations, weapon system/training device upgrade/modification, special operations, rescue, or similar operations.
2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of the application of Air Force aviation principles, mission planning and reporting, and aircraft logistics expertise as it applies to assigned programs; and assigned weapons systems.
4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
