This position is located in the Office of the Chief Information Officer, Enterprise Architecture Division, National Transportation Safety Board (NTSB) in Washington, DC. The incumbent of this position will focus on life cycle planning, budget preparation, acquisition assistance, and inventory management of NTSB IT assets.
Duties
As a Program Analyst, GS-0343-13, you will perform the following major duties:
Prepares forecast cost analysis and plans for the life-cycle replacement for NTSB IT assets.
Prepares and coordinates input for OCIO budget submissions and tracks obligations and execution concerning IT assets.
Provides IT administrative support for all IT procurement (software, supplies, services, and equipment).
Establishes and maintains software licensing inventory and coordinates procurement of licenses to correspond with products in use.
Designs, conducts, and coordinates independent projects and other special projects within the Office of the Chief Information Officer, as requested.

Qualifications
Qualifications for the GS-13 Level:
GS-13: You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Knowledge of the major IT issues, IT program goals, IT objectives, it works processes, IT rules, regulations, guidance and IT administrative operations of an organization or agency, along with IT specialty programs (e.g.,) Cybersecurity, Data analytics, Network administration, Software development, Applicant development (e.g.,) (2) Knowledge of IT terminology and function of IT equipment, services, and supplies, as well as understanding and awareness of the IT industry. Knowledge of contracting/procurement principles, laws, regulations, procedures and processes. (3) Knowledge of principles, methods, and procedures for supply chain inventory control methods to monitor, and maintain IT Assets, Software, Hardware, and Services. (4) Knowledge of financial systems (e.g., Oracle) to review, formulate, execute and monitor expenditures for an IT administrative Program. (5) Ability to oversee an agency or organizations IT budget planning, programing, budgeting, analysis, forecast, execution, administration, formulation and presentation. (6) Ability to fully utilize an automated supply system, and related databases. (7) Ability to gather and analyze facts. (8) Ability to develop reports, presentations, and other documents in writing to be able to present to internal/external stakeholder, staff members, leadership, and all type of audiences.
