Duties
The primary purpose of this position is to serve as an Air National Guard (ANG) Program Analyst to the Modular Airborne Fire Fighting Systems (MAFFS) and Senior ANG command level technical authority concerning all issues related to ground-based Wildland Firefighting requirements and their interface with Federal, State, and Local activities. Provides expertise and general counsel to the National Guard Bureau (NGB), Air Force (AF), Major Command(s), Congressional offices, and other governmental departments and agencies.
Plans, organizes, and directs the programming and application of AF military MAFFS and ground-based Wildland Firefighting, optimizing the coordinated execution of forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans.
Represents the ANG with a variety of organizations and groups both within and outside the ANG to include NIFC, AFRC, DOD, OSD, AF, MAJCOM, GAO, Air Force Audit Agency (AFAA), Combatant Command Staffs, The Adjutants General and develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions and processes in support of major AF mission and operational plans.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and
techniques.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Agency, NGB, and ANG program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of Modular Airborne Fire Fighting Systems (MAFFS) and ground-based firefighting training programs and the impact to Defense Support to Civil Authorities (DSCA) and non-combat operations; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; and knowledge of adaptive and deliberate planning systems/products and methods of assignment, apportionment and allocation of MAFFS and ground-based Wildland Firefighting forces, National Interagency Fire Center (NIFC), and all related reporting systems, and the policy and technical application in preparing both resources and capability for Air Expeditionary Group (AEG) execution.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force, NGB, and ANG program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of MAFFS and ground-based firefighting training programs and impact to combat and non-combat operations; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of USAF, NGB, and Department of Agriculture command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the US Forest Service's airborne and ground based firefighting doctrine, National Response Framework, Defense Support to Civil Authorities (DSCA), and Department of Air Force policy, procedures, and schedules for developing MAFFS and ground based wildland fire fighting training Budget Estimate
Knowledge of adaptive and deliberate planning systems/products and methods of assignment, apportionment and allocation of MAFFS and National Guard ground-based Wildland Firefighting forces, National Interagency Fire Center (NIFC), and all related reporting systems, and the policy and technical application in preparing both resources and capability for Air Expeditionary Group (AEG) execution.
Knowledge of safety and security regulations, practices, and procedures.
Comprehensive knowledge of statutory requirements (Title 10 and Title 32 USC), policies, regulations, and precedents applicable to readiness and mobilization of reserve component forces. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the readiness assessments program in the improvement of critical command plans and programs for conducting major operations such as MAFFS, ground-based Wildland Firefighting, state level Wildland Firefighting training, and deployments in support of Domestic operations. Expert knowledge of the various command entities, to include Combatant Commands, involved in overall planning and execution of operations and training evaluations.
Knowledge of computing software, such as Microsoft Excel, Microsoft Access, BI programs, RStudio, and Tableau, to produce queries and develop presentations and/or trend analyses.
Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the MAFFS and ground-based Wildland Firefighting assessments program in the improvement of critical command plans and programs for conducting major operations and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy. Ability to plan, organize, and direct the functions of a small staff, to negotiate to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues effectively with other Directorates and senior management; and maintain good working relationships.
