This position is located in Headquarters, National Conservation Lands and Community Partnerships Directorate, Division of Recreation and Visitor Services (HQ-430), Grand Junction, Colorado. Duties

Serves as the national program leader and coordinator for the Bureau's Interpretation Program. Coordinates program direction, vision, strategic planning, internal and external networking, and participation in key national meetings. Initiates and develops long-range strategy and planning of interpretive services in consultation and cooperation with field offices. Provides technical support and advice to Bureau State interpretive program leads and field office staff. Maintains a working knowledge of the natural, cultural, and recreational resources, program issues, and activities on Bureau public lands. Facilitates cooperation between Bureau staff and interpretive associations. Ensures that interpretation is addressed in policy documentation for other programs, including Planning, Recreation, Cultural Resources, Budget, Engineering, Human Resources, and Public Affairs. Serves on national committees to develop policy and guidance materials for effective management of programs that affect interpretation and interpretive associations. Works closely with the National Operations Center, the National Sign Shop, and Divisions within Headquarters to provide field staff with tools to develop high-quality interpretive products and programs. Advises interpretive associations on Bureau policy for donations, partnerships, and joint completion of interpretive products and projects. Coordinates annual reports from interpretive associations. Conducts workshops, seminars, and training programs to enhance exchange of information, address issues, and improve Bureau staff understanding of the latest interpretive techniques, theories, and methodology.

Qualifications

For GS-12 You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience analyzing issues related to interpretative programs; assisting with developing, coordinating or managing natural resources, or other interpretive programs; developing internal and external working relationships and cooperative agreements; developing or assisting with evaluating program operations and policies; conducting workshops, seminars, and training programs; and assisting with developing written reports, policy and procedural guidance for programs. For GS-13 You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: experience analyzing technical issues related to interpretative programs; developing, coordinating, or managing natural resources, or other interpretive programs; developing internal and external working relationships and cooperative agreements; developing and evaluating program operations and policies; conducting workshops, seminars, and training programs; and developing written reports, policy and procedural guidance for programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
