This is a bargaining unit position with AFGE Local 228. This is not a (drug) testing designated position (TDP). This position is with the Small Business Administration, Office of Field Operations - Region IX in San Francisco, California. Work with assigned groups, organizations and partners whose constituents and/or members may benefit from the use of Small Business Administration (SBA) programs and services.

Duties

Duties include but are not limited to: * With assistance, build and maintain a local network of collaborative partnerships: economic development practitioners in federal, state, regional and local government; chambers of commerce; business and trade associations; financial institutions; educational institutions and civic/community organizations. * Participate in representing the SBA at a variety of public functions through outreach/presentations/trainings in order to educate the small business, lender and contracting community about SBA programs and services and other small business-relevant topics. * Participate in or lead less-complex projects to accomplish outreach events and will be expected to collaborate with others on the team and other resources to ensure that the projects are successful. * With assistance, conduct training in alignment with organizational polices and goals. * Assist in conducting program evaluations, as well as monitoring awardee performance, ensuring that grantees comply with terms and conditions of the award. *May be assigned various local market duties to be determined upon selection and strengths of the individual selected. * Ability to read, write, and speak Spanish is preferred but not required. This is a developmental position in which you utilize the basic knowledge learned and apply it to regular and recurring less difficult work in the District Office while referring more complex work to a higher-level employee. Physical Demands: This position combines an office environment with extensive outreach activities. Incumbent is expected to lift boxes of hand-outs, information packets, computers and other items that can weigh up to 40 pounds. Required to transport, set-up and tear-down displays and/or other equipment at trade shows, training sessions and other locations. Work Environment: The work is performed in a variety of rural and urban environments (office, hotels, warehouse, factories, farms, faith-based and community-based locations, construction sites, restaurants, garages, laboratories, etc.) and may incur exposure to moderate risk, discomfort and unpleasant surroundings. Protective clothing and gear is not required. This position requires long periods of travel using multi-modes of transportation including operation of a motor vehicle (GOV/POV). Required to travel extensively throughout the District including frequent early morning, evening and occasional weekends and overnight travel. May be required to travel outside the District. Incumbent requires a valid driver's license.

Qualifications

GS-09 Specialized Experience: One year of specialized experience (equivalent to the GS-07 level in the Federal service) obtained in either the public or private sector that includes: (1) Marketing through outreach, training and education to various organizations; AND (2) Participating in outreach, training, presentations and education on a variety of business management and financial management topics; AND (3) Providing support to senior staff to maintain alliances and partnerships with a variety of partners. These qualifications must be clearly referenced in your resume. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher graduate level education leading to such a degree or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be 18 semester hours OR the number of credit hours that the school attended has determined to represent 1 year of full-time study. You must submit transcripts (official or unofficial) to support this option. If selected, official transcripts will be required. OR Combination: Combination of education and experience as specified above. For example, an applicant who has 1 full year of Master's level education (i.e. 50% of education required) and 6 months of creditable specialized experience equivalent to the next lower grade level as described above (i.e. 50% of the required experience) would equate to 100% of the required experience for the position. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be 18 semester hours OR the number of credit hours that the school attended has determined to represent 1 year of full-time study. Quality Ranking Factor: This position has a quality ranking factor which is knowledge, skills, and abilities/competencies that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSAs/competencies may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSAs/competencies. 1. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/22/2023.
