This position is located in the U.S. Department of Justice (DOJ), Office of the United States Trustees Program (USTP), Executive Office for United States Trustees (EOUST), Office of Administration (OA), Budget Branch (BB) in Washington, D.C.
This Office formulates fiscal year budget requests, oversees the accounts receivable and financial reporting functions, oversees the USTP's collections activities and disputes regarding delinquent debt, and oversees the USTP's investment activities.

The Fee Information and Collection System (FICS) supports the USTP's review of Chapter 11 case quarterly fees and payments information. Field office users search for cases, review case information, update selected account information, and generate reports for cases in their own regions using FICS.
The primary purpose of this position is to serve as a subject matter expert on FICS and advise management on its effectiveness; recommend areas for improvement; and monitor its use in the field. The incumbent will also explore and evaluate other systems used in the bankruptcy process at the national level.
The duties and responsibilities for a Program Analyst (FICS) generally include, but are not limited to, the following:
Determines the requirements for changes to FICS and other systems based on the needs of the trustees, debtors, and program policy.
Develop requirements for system changes as the Chapter 11 Fees legal and business environment evolves, for use by the development team.
Analyze and evaluate the effectiveness of FICS with regard to assessing Chapter 11 fees and payments.
Assist field staff in understanding FICS data records as used in management and oversight reports.
Work closely with the accounts receivable manager to ensure complete reconciliation and accounting of daily deposits into the System Fund. Ensures that all debt referred is in compliance with the DOJ and applicable program policy.
Apply knowledge of accounting principles and practices, various federal revenue collection mechanisms associated with receipt and management of public monies and identifies account transactions used in the Treasury Report on Receivables (TROR).
Develops requirements for daily reports to ensure Chapter 11 fee and payments records integrity.
Assists in updating FICS debtor accounts' configurations when discrepancies are found, especially where the configuration records do not reflect accuracies.
Requirements
- You must be a United States Citizen or National.

Qualifications
To qualify for the position of Program Analyst (FICS) at (GS-0343-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
To qualify at the GS-14 you must possess one year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing an accounts receivable system for collection of funds due to an organization.
