The primary purpose of this position is to serve in the capacity as the Lead Community Relations Officer and Protocol Advisor for the 4-Star Commander of the Combatant Command, Unites States Central Command, (USCENTCOM).
Duties
Conducts community relation functions for the organization, ensuring all functions comply with legal and regulatory requirements and meet customer needs.
Performs special assignments and participates in special projects and initiatives with responsibility for researching, planning, executing, and/or evaluating complex community relations operations, programs, and policies which affect a variety of functional areas.
Serves as Protocol officer in executing itineraries for distinguished visitors to USSCENTCOM Headquarters and directs all aspects of social functions hosted by the Commander, Deputy Commander and Chief of Staff, USCENTCOM.
Authors and coordinates the Commander, USCENTCOM Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) budgets.
Represents HQ United States Central Command 4-star Commander on all community relations programs.

- Incumbent may be required to perform periodic TDY (CONUS and OCONUS) in commercial and military aircraft.
- On a frequent basis, may be required to perform overtime, work weekends and holidays, and report outside normal duty hours.
- During crisis/contingency operations, employee may be required to work in the crowded environment of command operations centers.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- Employee must be able to obtain and maintain a Top Secret Sensitive Compartmental Information (TS/SCI) security clearance as a condition of employment. Position is considered special sensitive.
- Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time. A pre-employment physical is required.
- May be required to carry a phone or radio during on and off-duty hours.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) A pre-employment drug screening is required and incumbent will remain subject to to random drug testing (urinalysis) as a condition of employment.
- Incumbent may be required to perform other administrative and additional duties as required.
- TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) applying a wide range of community relations knowledge to communicate agency programs, policies, and significant issues to the public (2) directing protocol activities for official functions to preclude any breaches of protocol, customs and/or courtesies (3) plan, organize, and coordinate itineraries for senior officers, government officials and foreign dignitaries.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of methods, practices, and techniques of protocol to function as a technical authority to develop and execute protocol requirements.
2. Knowledge and understanding of Department of Defense, Joint Chiefs of Staff, and USCENTCOM command structure, organization, mission, and doctrine, and military traditions to conduct and coordinate protocol activities.
3. Knowledge of directives governing all protocol budget programs and activities to project, plan, and manage financial protocol activities and USCENTCOM Commander's special program objectives and requirements to allocate and manage assigned funds; and ability to analyze protocol budget data and reports and work with various contractors to procure goods and services
4. Ability to effectively plan, organize, and coordinate itineraries for senior officers, government officials and foreign dignitaries, senior officials of industry, local, state and federal elected officials, to include the President, Vice President, members of Congress and their senior staff.
5. Skill in research the backgrounds and special needs/interests of visitors and assimilate information into appropriate protocol functions/events.
6. Ability to communicate effectively, both orally and in writing to speak to a variety of individuals and groups. Ability to plan, organize and direct the functions of a Protocol Support Team.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
