The primary purpose of this position Acquisition Program Management Specialist, GS-0301-12, is to anticipate, plan, develop and field Information Technology (IT) capabilities to satisfy customers' needs. Support management of IT contracts including communications, computer and local area network support services, software development and other IT and related services.
Duties
Provide the single point of contact for all IT acquisition requirements.
Review and directs the progress of contractors in meeting program objectives.
Identifiy problems and conducts analysis of acquisition processes to determine nature of user requirements, logistics, and feasibility.
Prepare and presents staff studies for presentation to the Program Director and other management officials. Conducts briefings, presentations, and demonstrations on program status, costs, adherence to baselines and schedules, etc.
Perform contract administration functions; involving extensive contact with customers, buyers, and contractors to resolve problems involving deficiencies in contract performance or contract changes for Government convenience.

- The employee must meet 80 hours of continuous learning requirements within the designated timeframe.
- The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Employee may be required to work overtime.
- Employee is expected to meet Continuing Acquisition Education requirements.
- PHYSICAL DEMANDS: The work is mostly sedentary, although there may be some walking, bending, and climbing associated with on-site inspections.
- WORK ENVIRONMENT: The work is primarily performed in an office setting. Some work may be perfonned at industrial and manufacturing facilities.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing acquisition planning, logistics, quality assurance, and execution in the development of IT programs along with assisting with contracting functions and budget preparation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of acquisition principles, concepts, and methods.
Knowledge of missions, functions, goals, objectives, work processes, and acquisition strategies pertinent to installation programs and organizations.
Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of Information Technology acquisition strategies and to recommend timely and economical solutions.
Ability to communicate effectively with a broad range of personnel both orally and in writing through the use of computer software applications in support of communications and presentations.
Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
