You will serve as a Supervisory IT Specialist (INFOSEC/PLCYPLN) in the Command Information Office (CIO) Directorate of NAVAL FACILITIES ENG COMMAND MARIANAS. Duties

You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. You will review work methods and procedures for opportunities to improve efficiency or effectiveness, have responsibility for finding ways to eliminate significant bottlenecks and barriers to production. You will interview candidates for positions in the unit. Recommends appointment, promotion or reassignment to such positions. You will exercise significant responsibilities in dealing with officials of other units or in advising higher level management officials. You will adjust staffing levels or work procedures to accommodate resource allocations decisions made at higher echelons You will prioritize, enforce standardization, and conduct quality assurance reviews of all RMF packages prior to requesting RMF checkpoints from the ECH II. You will maintain and report systems’ A and A status and issues to the ECH II and other leadership as directed. You will exercise overall responsibility for the formulation, development, administration and execution of information systems objectives, policies, programs, and projects for the Command Cybersecurity Program. You will manage the command Cyberspace Work Force program, responsible for developing qualification matrices to track command compliance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area DCWF level Advanced within 12 months of appointment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

You are required to have one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Interpreting laws, regulations and policies. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consulting with customers to identify and specify requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presenting fact-based findings and recommendations for new ideas and concepts. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Performing analyses to help define new or improved business process solutions. In addition to your experience demonstrating the four competencies above, you are required to have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Planning, advising, and administering Information Assurance/Information Technology (IA/IT) aspects of Industrial Control Systems implementations and management. This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of Program Manager (code: 752) Proficiency level advanced and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
