You will serve as an IT SPECIALIST (PLCYPLN) - Pacific Western Pacific (PWP) Regional Shore Installation Manager (RSIM) in the DEPUTY OF OPERATIONS of NAVWARSYSCEN PACIFIC SAN DIEGO CA. NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will be responsible for the quality, schedule, and cost of all NIWC shore installations with the region.
You will provide sound program or project management processes such as developing a Work Breakdown Structure (WBS), performing critical path analysis, establishing risk management, using Project Control (EVM or other) to manage performance and cost.
You will ensure that all installation data and products pertaining to the installation process are uploaded in the designated repositories.
You will ensure shore installations remain on schedule and on budget within their region, arranging for quality assurance checks regularly.
You will identify, document, and disseminate lessons learned to IA/IMO. Ensure Situational Reports (SITREPs) are promptly submitted for every installation, elevating problems to leadership.
You will acquire, manage, and allocate resources to: develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The RSIM is responsible for the quality, schedule, and cost of all NIWC shore installations with the region.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: HWP Division who oversees all NIWC FIO funded shore C5ISR installations with the Pacific AOR, acting as an ambassador for the Fleet Readiness Directorate Installation Office (FIO) and the Installation Activities (IA) as well as single point of contact for the customer to resolve all the information technology (IT) installation issues within a given region.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues. Acquire, manage, and allocate resources to: Develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Be an authoritative source on the NIWC Shore Installations Process handbook (SIPH) and the Fleet Readiness Control Board (FRCB) and provide sound program or project management processes such as developing a Work Breakdown Structure (WBS), performing critical path analysis, establishing risk management, using Project Control (EVM or other) to manage performance and cost, applying system engineering, supporting logistics and configuration management, and enforcing statutory and regulatory defense contract management requirements.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-12 or pay band NO-04 in the federal service or equivalent experience in the private or public sector in the private or public sector Applying IT customer support principles, methods, and practices; providing engineering support services for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems; developing performance metrics to evaluate the efficiency and effectiveness of the customer support center; and/or working with all management levels to represent and achieve branch, division and Department goals.
