You will serve as a Resources Specialist in the RANGES/TRGTS OPS/INSTRMNTN & LABS GROUP/CHINA LAKE RANGES DEPT/RANGE SUPPORT DIV/BUSINESS OPS MGMT BR of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will in coordination with management, develop standard operating procedures for administrative and other processes and work with appropriate resources to establish and interpret policies.
You will collaborate with and provide guidance to management to identify training plans and other personnel development requirements.
You will develop expertise in and advise management and personnel on NAVAIR and NAWCWD Development Programs, such as JLDP.
You will provide recommendations and maintain internal administrative policies (personnel promotion and development, time/leave/pay topics, training, awards) to ensure compliance with established procedures.
You will manage several collateral projects and activities (e.g. training programs, special projects, process improvements, awards, data calls) while executing day to day operational requirements.
You will manage and execute human capital/personnel actions such as hiring, promotions, separations, and support performance management process.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
To Qualify for the DA-03:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (DA-02=GS 5-8) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following:
1)Assisting in gathering data from various sources (online tools, data bases, spreadsheets, and documents) and formatting/reporting that data; 2) Communicating effectively in writing, e-mail and summary reports; 3) Receiving assistance in developing documentation/forms/spreadsheets; 4) Collaborating effectively across teams; 5) Assisting supporting facilitation of activities, such as meetings and; 6)assisting reviewing data/information and making recommendations; 7)Knowledge of policies, guidance, and regulations as they pertain to personnel management, training, awards, etc.
To Qualify for the DA-04:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (DA-03=GS 9/10) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following:
1) Gathering data from various sources (online tools, data bases, spreadsheets, and documents) and formatting/reporting that data; 2) Communicating effectively in writing (correspondence and reports) and orally (meetings and presentations); 3) Developing documentation / forms / spreadsheets; 4) Performing data visualization (charts, graphs, etc.) for ease of understanding and communicate significance; 5) Collaborating effectively across teams; 6) Coordinating and leading activities, such as meetings and training; 7) Analyzing data, recognizing trends and outliers, and make recommendations; 8) Knowledge of policies, guidance, and regulations as they pertain to personnel management, training, awards, etc.
