As a Budget and Resource Manager at the GS-0301-14, you will be part of Office of Workforce Policy and Innovation, Federal Executive Boards, Office of Personnel Management. If selected, you will be responsible for managing the business operations of the Federal Executive Board (FEB), a forum for communication and collaboration among Federal agencies outside of Washington, DC.
Duties
Provides oversight of the FEB budget, resource, and project portfolio and providing authoritative guidance and assistance on a variety of program areas such as budget execution, human capital management, and organizational administrative issues.
Determines scope of individual projects by assessing required skill sets, costs, contractor support and requesting applicable subject matter expert support as necessary.
Coordinates with stakeholders across OPM and FEBs on program priorities and operational plans in support of budget formulation and execution.
Develops, documents, and implements processes to incorporate risk management planning.
Monitors and manages the resource plan and budget operations for the Center of FEB Operations.
Researches trends in FEB efforts across Federal government to recommend how FEBs should prioritize resources.
Qualifications
For the GS 14: You must have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing the following tasks: 1) Documenting and implementing methodologies that address major aspects of project management controls, including integration, scope, time, cost, quality, human resources, communications, risk, and procurement; 2) Coordinating with stakeholders across an organization on program plans to promote business goals and objectives, improve customer service, or achieve organizational and productivity and efficiencies; 3) Developing and maintaining metrics to prepare reports on programs and trends; and 4) Developing and managing an annual management support budget, interagency agreements, and contracting. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
