This position is located in the Chief, Information Officer Organization (CIOO), Division of Information Technology, Infrastructure Operations Services Branch, Infrastructure Operations Management Section, Infrastructure Product Development and Architecture Unit of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $270,000.
FDIC Corporate Managers (CMs) are in the Federal competitive service and not the Senior Executive Service (SES).
Duties
Continuously strives to improve customer support, identify opportunities and recommend solutions for improving service efficiency and effectiveness, participate in IT initiatives to address service issues, and keep abreast of technical aspects of computing environments to secure and improve customer service and delivery of products and services.
Serves as a member of the Infrastructure Operations and Services Branch (IOSB) management team and actively partners with managers, the supervisor, and Deputy Director in setting organizational goals. Establishes, revises, or reviews policies and procedures to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with compliance.
Works with clients and customers to assess IT needs, provide expert technical information or assistance, resolve complex problems involving a wide range of IT issues; creates alliances with other functional groups and is committed to providing quality IT products and services.
Provides timely, authoritative and sound advice and recommendations on assigned program areas through the managerial chain. Maintains contact with professional counterparts in the private sector, other Federal agencies, and with financial sector communities to insure awareness of new objectives, policies, and state- of-the-art developments affecting requirements for systems and networks.
Leads unit to design architecture, test, implement and integrate new IT infrastructure solutions including cloud computing services to support FDIC business requirements and Infrastructure needs. Collaborates to provide architecture guidance, standards, automation framework and best practices optimizing Infrastructure products to meet business requirements.
Ensures a stable enterprise IT operating environment by monitoring, analyzing, and resolving problems, taking preventative measures, and overseeing the provision of critical and essential infrastructure services to all FDIC locations.
Evaluates overall accomplishments of the Unit and identifies operating problems, conflicting priorities, program deficiencies and potential problem areas. Implements corrective or preventive measures to obtain desired results.
Plans, organizes, and oversees the day-to-day activities of the Unit; manages and executes the budget for projects and initiatives. Works with the supervisor to ensure all the engineering, operations, and maintenance tasks in the branch are executed appropriately.
Directs the daily operations of the Section and provides managerial and technical direction as needed to staff. Evaluates and provides feedback and counseling to employees regarding work performance and conduct. Approves/disapproves requests for leave, telework, travel, training, etc. Identifies training and developmental needs for staff and provides regular recognition for staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Identifies employee developmental needs and provides or arranges for training (formal and on the-job) to maintain and improve job performance. Encourages self- development. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience: Experience in providing solution architecture, design, and engineering services to implement cost-efficient new and customized technologies and services.
