Serves as a Management and Program Analyst in the Resource Management Group. Organizations and programs studied, through usually limited to a single region, center, or component of a line of business, are complex and interrelate extensively with other region/center or line of business organizations and programs.
Duties
Incumbent plans and executes complex studies and analysis of organization and programs. Incumbent works closely with management and specialists to collect, organize, and analyze data, prepare reports showing qualitative and quantitative trends and projections and generate practical program recommendations to improve overall organizational performance. Consolidates and organizes data appropriate for the task, accomplishes analysis of data and prepares reports, presentations and issue papers. Advises organization and program managers on critical performance initiatives and issues. Leads or personally performs complex or controversial studies, which result in authoritative recommendations to improve organizational performance, management policies, and work distribution. Leads or personally completes analyses of critical programs by developing baseline performance measurements and comparing performance with the baseline. Prepares yearly business planning guidance in accordance with broad agency program policies, Service Unit guidance and objectives. Incumbent collaborates with Headquarters and Service Center peers on business plan development, Service Unit goals, accomplishments and reporting. Regularly briefs Service Unit Directors on status against the plan, goals and accomplishments. Assists with performance management responding to help desk inquiries, training of new managers and administrative POCs, organizational structure verification, troubleshooting issues, and
performance plan guidance.

Qualifications
To qualify for this position at the FG-13 you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H or FG/GS-12 level of experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience is described as:Experience using data visualization software such as SharePoint and/or Tableau to design, create, and modify data queries or dashboards; experience using Microsoft Excel functions and Pivot Table
functions; and experience utilizing advanced features of Microsoft Word and PowerPoint.Experience conducting project requirement interviews and analyzing data and documents. Conducts program analysis, collecting, integrating, and organizing data, preparing reports showing qualitative and quantitative trends.
