Duties
The incumbent serves as a Supervisory Medical Support Assistant (MSA) in the Inpatient & Emergency Services Division (IESD) at VA Portland Health Care System. Duties are performed in Inpatient Medical Surgical, Critical Care and Emergency Department setting.
Assignments at this level include but are not limited to:
-Assigning and evaluating the work of subordinate staff
-Acts as a subject matter expert, trainer, and supervisor for all other IESD MSAs
-Resolving complex problems to ensure patient services are met
-Evaluating new systems in order to make recommendations for improved operations
-Identifying education or training needs
-Evaluating performance, and taking disciplinary action when necessary.
-Responsible for extracting and analyzing data to provide reports in support of performance measures to IESD Leadership and Executives
-Provides guidance to staff on administrative matters including staff supervision, and clinic scheduling, administering bed control, maintenance, and evaluation of medical records, and assuring legal requirements for care
-Assigns work to subordinates based on priorities established by IESD Executive team, and then evaluates that work, ensuring that tasks are completed, that good working relationships exist among team members and management, and that team priorities, goals, needs, and achievements are coordinated with management.
Work Schedule: Monday- Friday OR Sunday-Thursday 7:00am-3:30pm OR 8:00am-4:30pm

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j
Specialized Experience must possess one year of specialized experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. **Resume must include hours per week for work experience credit. **
Candidates must demonstrate the KSAs below:
Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS 8
Physical Requirements: The work is mostly sedentary but may require periods of standing or walking however, there are no physical requirements for the 0679 Medical support Assistant occupation.
Education
Education is not used for substitution of experience at the GS 8 level.
