This vacancy is for a Lead Management and Program Analyst in the International Trade Administration within the Department of Commerce.
Duties
As a Lead Management and Program Analyst, you will perform the following duties:
Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
Develop workload-based staffing standards to determine organizational staffing levels. The incumbent guides Industry & Analysis (I&A's) Human Capital Business Partner's (HCBP) in the execution and facilitation of ITA/I&A's human capital strategy, task, and needs. Conducts studies of employee/organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.
Represent the team consensus and conveys the team's findings and recommendations in meetings and dealings with other team leaders, program officials, the public and other customers on issues related to or that have an impact on the team's objectives, work products and/or tasks.
Develop new or modified administrative program policies, regulations, goals, or objectives. Research and investigate new or improved business and management practices for application to ITA programs or operations.
This Job Opportunity Announcement may be used to fill other Lead Management and Program Analyst GS-0343-14 full performance level (FPL) GS-14 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Providing recommendations to leadership regarding staffing levels and funding.
Serving as a liaison to resolve human capital issues.
Creating graphs, charts, or presentations of data for management.
Identifying trends and patterns and makes recommendations for improvements of human capital processes.
There is no substitute of education for specialized experience for the GS-14 position.
