The incumbent is the Chief Financial Officer (CFO) and is the principal financial management advisor to the Commission and responsible for directing the financial management activities required to achieve the agency's mission. The CFO provides overall direction and leadership to the Commission's finance, budget, and procurement services programs and participates with the other senior staff of the Commission in the overall management of the agency.

Duties

The Chief Financial Officer (CFO) will serve as the senior official responsible for developing, administering, and coordinating financial management programs for the Commission. The incumbent heads the Commission's Office of Finance, Office of Budget, and Office of Procurement. The CFO will: Plan, execute, and evaluate Commission financial activities. These include all aspects of the Commission's financial management system, including budget formulation and execution; financial operations (including accounts payable and accounts receivable); revenue projections; financial reporting and analysis; provision of information for annual and other audits; and investment policies and practices; Collaborate with the Chairman and Commission senior staff in the long-range planning, development, and coordination of financial management operations and procedures; Oversee the establishment and enforcement of policies, standards, and compliance guidelines for all financial management activities relating to the programs and operations of the agency; Identify, communicate, implement, and maintain a strong system of financial internal controls; Exercise supervisory financial management authority directly or indirectly through subordinate division/program supervisors and administrative, professional, and technical support employees; Establish and maintain close liaison with a diverse population of Commission stakeholders, officials from other Federal departments and agencies such as Office of Management and Budget, Congress, and representatives from other organizations, both private and public; Ensure that the Offices of Finance, Budget, and Procurement serve as effective and efficient resources to all levels of agency management; and Provide agency-wide leadership as appropriate; assist the Chairman, the Commission, and other senior staff in the formulation and accomplishment of agency goals.

Qualifications

All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume. Candidates must demonstrate a combination of senior-level managerial and supervisory leadership traits, referred to as Executive Core Qualifications (ECQs), as well as specific occupational qualifications, referred to as Professional and Technical Qualifications (PTQs). Applicants must also possess substantial subject matter knowledge and senior-level experience to perform the duties of this position. This is normally demonstrated with years of experience at the federal government GS-15 grade level, or equivalent, that clearly exhibits the ability to manage people and resources. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. This ECQ requires the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification requires the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification requires the ability to build coalitions internally and with other federal agencies, state and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals. B. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) - The PTQs measure technical occupational expertise required by this position. To be creditable, experience must be at the senior level. Resumes and supplemental statements must demonstrate possession of the following: PTQ 1 - Mastery of the principles, methods, practices, and techniques of financial program analysis and procurement program analysis, including a thorough understanding of the federal budget process, including Congressional and OMB policies and practices, federal financial audit procedures, and federal procurement procedures. PTQ 2 - Management experience in federal budgetary and procurement administration, formulation, and execution; financial operations and audits; revenue projections; financial reporting and analysis; contracting; and procurement policies and practices. PTQ 3 - Demonstrated ability to manage integrated financial and administrative management systems, including electronic systems and procurement systems. PTQ 4 - Demonstrated experience building and leading diverse teams responsible for a range of financial management functions (including budget, finance, and procurement); and creating an inclusive environment that fosters innovation and continuous process improvement within an organization and across an enterprise. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

While there is no education requirement for this position, the ideal and most successful candidate should possess a professional body of knowledge related to this position. This would typically be obtained by possession of a bachelor's degree or higher in the fields of finance, accounting, business, business administration, or other related fields.
