This position is in the Government Accountability Office (GAO), Infrastructure Operations (IO), Facilities Management and Services (FMS) Office. GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. As the Director Facilities Management and Services you will be directing the FMS Team.
Duties
The Facilities and Management Services (FMS) Team plays an integral role in the operation & maintenance of the historic GAO HQ building; oversees key HQ building services including mail, space & occupancy mgt.; property mgt. & fleet; helps coordinate lease agreements & building services at the GAO field offices & w/ HQ building tenants; and manages the Health & Safety Unit. The incumbent of this position will lead the FMS Team.
As the Director Facilities Management and Services, MS-1640-2 your typical work assignments may include the following:
Perform duties and have responsibilities related to property, facilities, shared services and mail.
Provides leadership, accountability, and direction in the planning, development, implementation, and administration of critical facilities initiatives, including efforts to improve sustainable practices, office space utilization and energy efficiency.
Implements business measures and uses a metrics-driven approach to facilities management.
Establishes and maintains a collaborative culture in which business lines work together to exceed customer expectations and staff respond to customer requirements, set expectations and deliver a high-quality workplace.
Provides executive leadership to facilities management services and all inter-related facilities issues. Oversees facilities management, shipping and receiving, health and safety, fitness center, food services, and conference room services provided to customers.
Lead and advise on strategic initiatives and manage specific program elements as assigned on behalf of the Managing Director and Deputy Managing Director.
Oversee operational and management efficiency and effectiveness and leads implementation efforts to achieve goals.
Displays exemplary leadership, collegiality, and the highest technical and management acumen.
Identifies and bridges any gaps in the organization. Provides oversight of organizational, operational or administrative matters that originate from the Managing Director or Deputy Managing Director.
Develop recommendations that meet the performance needs of the organization including internal and external communications, correspondence, audits, directive actions and training.
Plans, directs and controls the allocation and utilization of all authorized facilities and property resources.
Works closely with liaisons from agencies and organizations involved in facilities and property management issues.
Utilizes project management practices and tools to simultaneously manage multiple complex projects from project initiation phase through financial closeout.
Develops and implements consistent policies and procedures.
Ensures the timely delivery and completion of all products and services by anticipating problems and providing solutions or alternatives to customers.
Assists employees with career development.
This position will perform a full range of supervisory functions.
Performs other duties as assigned.
Qualifications
Minimum Qualification Requirement
This position is equivalent to a GS-15. Applicant must have 1 year (52 weeks) of specialized experience equivalent to the next lower grade or band level, equivalent to the GS-14, MS-1, PE-11B, PT-III).
Specialized experience is experience that demonstrates a comprehensive and practical knowledge of managing facilities; managing contract and procurement processes; independently analyzing and developing policies for facilities and property management; and providing guidance and recommendations to a senior staff.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
