The primary purpose of this position, MAINTENANCE SPECIALIST, GS-0301-09, is to provide support in managing various administrative programs and to apply a practical knowledge of the nature and operations of an industrial organization, including materials, equipment, facilities and methods of production.

Duties

1. Provide limited technical support to industrial facilities involved in the manufacture, repair, or maintenance of items and equipment for specialized technical or industrial use by the government. 2. Monitor division Aerospace Ground Equipment (AGE), scheduling maintenance, repair, and replace of machinery. 3. Serve as facility manager for Complex organizations. 4. Assist during the development of financial management data in the areas of equipment, tools and machinery to determine technical and economic feasibility of using such in the facilities. 5. Comply with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Having independent knowledge of government policies and regulations pertaining to industrial property administration and management, including regulations, policies, processes, and procedures governing acquisitions, use and disposal of government property; analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. Provide support in administrative programs, and to apply knowledge of materials, equipment, facilities, and methods of production to plan, assess, advise, monitor, and resolve problems of production operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of directives governing programs and activities of industrial facilities operations, manufacturing processes, and acquisition/ordering procedures. Knowledge of industrial organization, management, business, and administrative practices. Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations and/or technical orders. Ability to analyze organizational and operational facilities/material problems and to develop timely and economical solutions. Ability to interpret blueprints, specifications, and drawings. PHYSICAL DEMANDS: In addition to the work performed at a desk, the duties regularly require extended periods of walking, standing, or bending which visiting industrial facilities and observing manufacturing operations. Some greater amount of physical effort may be required, such as lifting and carrying equipment components, office supplies, specialized tooling and parts which could weigh as much as 25 pounds or more with assistance. Duties may also require standing for long periods of time. WORK ENVIRONMENT: In addition to the work performed in an office setting, the duties involve regular and recurring visits to manufacturing, maintenance, production or servicing areas. Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hat, as well as observance of appropriate safety precautions. The atmosphere involves exposure to heat, cold, dust, fumes, and noise. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
