The primary purpose of this position is to evaluate and manage the training and education program on behalf of the assigned group and assist unit training managers within supported units, as needed. The role of this program manager is to function as a key member of the group commander's staff responsible for overall oversight and management of the (cont'd under Duties)

Duties

(cont'd from Summary) training and educational program. The program manager serves as a unit training manager (UTM) consultant and determines if quality training programs are in effect within all sections. The program manager implements and manages training programs, policies, and procedures, as directed by the group commander, education and training office, and higher headquarters. Duties: Plans and organizes the group training program and assists unit training managers to ensure combat readiness. Assists with processing of all career development course (CDC) waivers, reenrollment requests, and two-time CDC failures for the group and supported units. Administers Formal School Training and Distance Learning Programs. Responsible for overall management of on-the-job training (OJT) program for the group and oversight of supported unit OJT programs. Manages the seasoning training program (STP). Receives data call from HQ AFRC/A1 via base traning manager (BTM) and identifies supported units' requirements. Plans/schedules unit training assembly support. Assists in managing ancillary training programs in accordance with most current guidance and all applicable ancillary training directives from HQ USAF/A1 and HQ AFRC/A1.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of and skill in applying fundamental military personnel policies, Air Force Reserve mission, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers; 2) ability to advise management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities; 3) knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data; 4) ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR EXTERNAL APPLICANTS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of military personnel policies, Air Force Reserve Command mission, training methods and programs, and Air Force testing programs. 2. Knowledge of automated systems, personal computers, and software. 3. Ability to analyze data/products to determine adequacy of training programs. 4. Ability to communicate effectively with a diverse group of individuals, both orally and in writing, using tact and courtesy. 5. Knowledge of training goals and objectives to advise in the management and implementation of training goals for the unit personnel. 6. Knowledge of Air Force specialty code skill-level qualifications, update, enhancement, and proficiency training requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
