Duties

The primary purpose of this position is to serve as the Common Mission Control Center (CMCC) student registrar; functioning as the manager of admissions, withdrawals, commander's reviews, student flow management, student administrative policies and procedures and student records: perform office clerical duties and assist with student in processing and graduation requirements. Administers student training management database, including data on student production, elimination, remedial training, medical delays, emergency leaves, and recommendations to resolve any training interruptions whether related to the aforementioned issues, or training resource availability constraints or any other unforeseen deviations. Develops and maintains student accounting databases. Monitors operations initiatives and assures conformity with management objectives and policies. Advises on and evaluates student management issues at conferences and meetings. Provides substantive management support services in all areas related to student management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-08) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes knowledge of regulations, policies, and precedents affecting ACC formal course training operations sufficient to advise on and/or resolve non-controversial, well precedented issues; make informed judgments on problems; perform management advisory services; and analyze issues within the program. Knowledge of the theory and principles of management and organization, including administrative practices and procedures pertaining to areas of responsibility, channels of communication, delegation of authority, and routing of correspondence. Knowledge of the administrative processes and documentation requirements to ensure syllabi compliance. Skill to adapt analytical techniques and evaluation criteria to the measurement and improvement of the formal course training program and in developing new and modified methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of student flow management data and record management, and student administration IAW appropriate 9 RW, 16 AF and ACC instructions. Knowledge of office automation software functions, including e-mail, word processing, spreadsheets, data base management, and applicable database computer functions. Maintains accurate and detailed computerized data relevant to student-related training statistics and organizational objectives; able to perform analysis of statistical information presented in a variety of complex formats. 2. Skills in accomplishing special training studies and projects. Provides well-prepared, technically correct and timely information, guidance and recommendations in a clear and concise and professional manner to facilitate the completion of initiatives and projects. Ability to plan, organize work, and meet deadlines. 3. Ability to communicate effectively both orally and in writing (in English). Ability to transcribe and summarize conversations and notes from review boards and can locate, assemble, and compose information for reports, inquiries, and technical correspondence. Maintains all training documentation accurately. 4. Ability to establish and maintain effective working relationships, particularly with flight, squadron, group, and wing command levels and HHQ functional areas. Regularly assists flight and squadron leadership by ensuring 100% daily accountability of all students, and ensuring timely and accurate information dissemination. Routinely updates pertinent databases in order to maintain accurate and detailed computerized data of student recall rosters and contact information. 5. With rare exceptions, relays messages, relays completed required status reporting, and frequently completes correspondence correctly. Completes associated actions and resulting tasks in a timely and effective manner. 6. Regularly presents briefings on student progress as related to ACC formal course syllabus and training plan completion and attainment of programmed training goals and objectives. Provide subject matter expert solutions to all delays to training events and creates unique solutions to bring the student schedule back on track to meet graduation dates. Analyzes data and develops effective recommendations to resolve identified problems and shortcomings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
