Duties
Serve as the Branch Chief for Command-and-Control Software Platform Branch or the Branch Chief of the Advanced Software Technology Branch.
The mission of the organization involves software projects that are important to Army research and development, customer funded projects and life cycle support.
Duties require the ability to plan, direct, manage, monitor, budge and communicate up and down the organization.
Requires broad knowledge of software technologies and processes, ability to communicate with external and internal stakeholders and able to succeed in a fast-paced environment.
Duties require the ability to plan, organize, direct, lead, manage, coordinate, and monitor progress of various technology initiatives.
Directs the work of professional, technical, and administrative staff.
Develops budget estimates, monitors, assesses shortages, and recommends appropriate solutions.
Oversees projects and programs, developing plans, making decisions on work problems and administrative proposals, and coordinating with others within and outside the organization on program accomplishment and collaborative efforts.
Assigns work to subordinates based on priorities, difficulty and requirements of assignments, and the capabilities of employees.
Interviews candidates for positions and recommends selections, promotions, and reassignments. Coaches, mentors, and trains existing employees to improve in all aspects.
Facilitates the long-range planning, leads the S and T POM process for the branch and continually engages in maintaining or seeking new customer funded efforts.
Performs technical reviews and fully participates in the decision-making process, including those actions involving significant expenditures.
Represents the organization at meetings, conferences, technical interchanges, and working groups to discuss, outline recommendations, and/or render decisions.
Provide routine branch meetings to disseminate timely information to the branch members and address concerns which affects them.
Answers routine taskers, coordinates with Chief Engineers and Division Chief and communicates written and verbally with leadership at all levels.
Knowledge of C5ISR Mission Command and Intel Software Systems, commercial technologies such as Cloud, Data, DevSecOps and AI/ML and future Army plans in the Mission Command and Intel domains.
Knowledge of Mission Command Modernization Implementation Plan, Decision-Drive Data CONOPS, Army Pivot/Fix plan and other relevant guidance for Army Data Information Systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is a Critical Acquisition Position (CAP) Key Leadership Position (KLP). Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for Advanced certification in ENGINEERING AND TECHNICAL MANAGEMENT within 60 months of entry on duty date.
- Supervisor probationary period for newly (promoted/selected) supervisors is two years. Existing Federal employees who are competitively selected or reassigned to a supervisory position will be required to complete a supervisory probationary period.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in 1) Leading complex applied research, advanced technology and/or engineering initiatives and programs; 2) Strategic planning, programming and policy initiatives; 3) Managing resources; 4) Developing policies and procedures; 5) Implementing organization initiatives and strategic long-term goals; and, 6) Presenting briefings at the senior level.
In addition to meeting the Specialized Experience, you must also meet the requirements for Key Leadership Positions (KLP):
Highest category of certification in the applicable functional area (required upon assignment).
Incumbent must execute 3-year tenure agreement.
GS-14 or equivalent/O-5 level or above
8 years of acquisition experience
Completed DAU Program Manager's Courses.
Education
