About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.

Duties

Applies the analysis, Design, develop, implement, and evaluate (ADDIE) process to develop Combined Arms Training Strategy (CATS for operational Cyber and Electromagnetic Warfare (EW) Table of Organizational Equipment (TOE) units. Develops and updates Training Event Matrix (TEMS) for Cyber and EW TOE units in supporting resourcing by Headquarters Department of the Army (HQDA). Assists Army proponent schools with the identification of collective training requirements for Eyber and EW. Serves as Contracting Officer’s Representative (COR) for Training Development contracts that addresses school’s Training Developer shortfalls based on workload and/or specific skill needs.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must be able to obtain and maintain Top Secret clearance.
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
• The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment and periodically thereafter.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized experience would be demonstrated by 1) Training Development Capabilities System within the last 5 years; 2) developing learning products using TRADOC Regulation 350-70 within the last 5 years; 3) validating course content within the last 5 years; 4) Analytical thinker in the collective training field for developing learning content. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
