The position is located in the Bureau of Population, Refugees, and Migration of the Department of State, Washington, D.C. The mission of the State Department’s Bureau of Population, Refugees, and Migration (PRM) is to provide protection, ease suffering, and resolve the plight of persecuted and uprooted people around the world on behalf of the American people.
Duties
Serves as a Senior Budget Analyst in PRM's Office of Policy and Resource Planning and has primary responsibility within the Department of State and Executive Branch for all aspects of PRM’s program budget.
Plans, formulates, and provides justifications to Congress, as well as allocation of appropriated and otherwise available funds.
Manages or participates in studies of program initiatives, issues, or problems intended to address conflicts or incompatibility between or among program goals.
Coordinates budgetary actions between OMB, the Office of U.S. Foreign Assistance (F), and Bureau offices.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience formulating, justifying, and executing foreign assistance budgets in excess of $50 million for an organization.
Experience analyzing budget practices for humanitarian organizations and/or foreign assistance programs.
Experience providing oversight of and adjustments to foreign assistance and/or humanitarian budgets, including programs and capabilities of international relief organizations.
There is no substitute of education for specialized experience for the GS-14 position.
