This position is located in the Department of Homeland Security (DHS), Office of Homeland Security Situational Awareness, National Operations Center (NOC). The primary purpose of this position is to serve as primary National-level hub for domestic situational awareness, common operating picture, information fusion/sharing, communications and operations coordination pertaining to prevention of terrorist attacks and domestic incident management. Non-BU: This is a non-bargaining unit position.

Duties

As a NOC ASSISTANT SENIOR WATCH OFFICER, GS-0301-14, your typical work assignments may include: Assist the Senior Watch Officer (SWO) with providing continuous onsite management of a 24/7 watch consisting of representative of DHS , Intelligence Community, Law Enforcement, Department of Defense, other critical Federal Departments and State and Local partners. Assist the SWO with managing and directing the processes in the NOC and the flow of information from desk officers, subordinate DHS elements, other Federal operations centers, and state and local organizations to ensure threat and incident information is properly acquired, tracked, and archived. Arranges bridge communications between senior officials, to facilitate the exchange of pertinent information for decision making and based on the crisis or event, activates the NOC notification alert systems and/or Continuity of Operations (COOP) call back process to inform recall emergency employees critical to DHS response efforts. Monitors developing situations until decisions are made to stand-down or elevate the level of incident response all the while ensuring de-conflicting or duplicate and contradictory information is appropriately addressed. Prioritizes tasks and efforts during the watch, ensures the SWO log is maintained and written products are factually accurate, fully coordinated, complete, without grammatical or typographical errors, and disseminated in a timely manner to ensure that a common operating picture is maintained and shared with DHS leadership. Requirements

  • You must be able to obtain and maintain a Top-Secret SCI Security Clearance

  • Work involves 12-hour rotating shift work which includes: rotating days, mornings, afternoons, evenings, overnights, weekends, holidays and periods of inclement weather.

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one (1) year of specialized experience, equivalent to the GS-13 grade level in the Federal government or equivalent private sector experience. For this position, specialized experience is defined as: Leading a team monitoring threats. Deterring and preventing terrorist incidents. Managing an organization comprised of operation, intelligence and law enforcement agencies during a crisis situation. Leading a major command operation or command center. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
