The Social Worker Program Coordinators manage the administrative and clinical aspects of a major specialty treatment program or a combination or programs located at one facility or multiple divisions of a facility. They have responsibility for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria of the program. They may also supervise employees assigned to the program.

Duties

This is an open continuous announcement until March 19, 2024. Qualified applicants will be considered and referred as vacancies become available. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until March 19, 2024. The initial cut-off date for referral of eligible applications will be October 13th, 2023. Followed by additional cutoff dates biweekly. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled. The Social Worker Program Coordinators manages the administrative and clinical aspects of a major specialty treatment program or a combination or programs located at one facility or multiple divisions of a facility. They have responsibility for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria of the program. They may also supervise employees assigned to the program. The incumbent is responsible for various fund control points assigned to the program within the assigned areas. The incumbent manages and controls the use of data related to these programs regarding day to day functioning and program evaluation. In conjunction with the Service Chief, plans, organizes and directs administrative, operational, patient and personnel activities for the service. The Incumbent must be licensed or certified in a state at the advanced practice level. Duties include but are not limited to: Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. The incumbent supervises a group of employees performing work at various GS levels (e.g. psychologists, nurses, addiction therapists, clerical staff, health techs, program support assistants, etc.) and provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, Community Based Outpatient Clinic (CBOC) involvement and efforts at other sites within a Health Care System. Performs the administrative and personnel management function relative to staff supervised. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided is based on monitoring activities and program reviews, and the development and analysis of information. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State Grade Determinations: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. AND Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. References: VA HANDBOOK 5005/120 PART II APPENDIX G39 II-G39-18 The full performance level of this vacancy is GS13. The incumbent must operate a Government vehicle. Incumbent must pass all VHA requirements to operate a Government vehicle. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. The social worker must be able to perform light and sedentary duties with occasionally moderate physical demands, exercise patient, and control emotions with reasonable accommodations if necessary. Position requires walking throughout the clinic or Medical Center, standing for extended periods of time, and involves sitting at a computer to interact with Veterans, staff, and interdisciplinary teams. Position will require travel into the community to meet with community agencies and partners who assist and support VA programs and services. The position requires close visual acuity to perform activates such as preparing and analyzing data and figures, viewing a computer terminal, and periods of extensive reading. The position will require repetitive motion of the wrists, hands, and/or fingers.
