This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will provide software development oversight utilizing an Agile software development framework. He/She will serve as a first level supervisor planning, directing, organizing, and exercising control over non-supervisory employees.

Duties

As a SUPERVISORY IT SPECIALIST (PLCYPLN) at the NH-2210-4 some of your typical work assignments may include: Developing standard Agile contract language for Performance Work Statements (PWS) that aligns with Program Executive Officers (PEO) DevSecOps implementation Developing an Agile maturity model for PEO Programs of Record (PoR) Standardizing Agile reporting metrics across PEO PoRs Reviewing PEO PoRs' current Software Development Life Cycle and providing recommendations to optimize Acting as the Agile subject matter expert for training for the division Reviewing current Agile learning pathway and making recommendations Mentoring product owners for PEO PoR

Requirements

  • Suitable for Federal employment determined by a background investigation. Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance

  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May be required to serve as acting Division Chief in the absence of the Division Chief
  • This position includes cyber work. Per DoD 8140.03-M Information Assurance Certification is a condition of employment. See "Additional Information" section
  • This position is designated a CRITICAL Acquisition Professional Development Program (APDP) position (CAP) Category: N-Engineering - Technical Management, Level 2: Practitioner. See "Additional Information" section
  • Incumbent will be required to sign a written agreement to remain, for a minimum of three years, in the federal service with the Department of Defense in this Critical Acquisition Position

Qualifications

You may qualify at the NH-04 if you fulfill the following qualifications: One year of specialized experience equivalent to the NH - 03 (GS-13) grade level or equivalent under other pay systems in the Federal service, military or private sector. Developing software utilizing an agile software development framework Experience in commercial industry leading successful agile software development projects as a product owner or Scrum Master Writing Agile contract language for PWS that aligns with DevSecOps best practices Developing an Agile maturity model for an organization with multiple development projects Developing standardize Agile reporting metrics across multiple development projects. Ability to develop an Agile learning pathway and providing product owner/scrum master training using scrum. Mentoring product owners and Scrum Masters In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
