This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Hampton VA Health Care System, in Hampton, VA, within Community Care Service. The incumbent serves as MSA Section Chief, Supervisory Program Specialist over all Consult Referral Teams and Call Center Medical Support Assistants in Office of Community Care (OCC) Service.

Duties

Major duties include but are not limited to the following: Operational Functions Develops both long and short-range policies and plans for the organization by coordinating the outpatient clinic needs of the Community Care facilities within the Hampton VAMC area. Provides for the overall administrative management of the MSA operational section. This may include interpreting national directives, policies, developing implementing of local policies, defining administrative requirements, and/or providing advice to management on related issues. Responsible for establishing and promoting an atmosphere of unity through cooperation and integration of OCC service roles, a high level of productivity, patient and staff satisfaction and strong communication channels within outpatient services and between the primary care and specialty services. Evaluates and monitors administrative activities and makes substantive recommendations for program improvements. Provides expert advice and technical assistance regarding outpatient operations to managers and supervisors in a wide variety of areas. Supervisory Serves as the MSA Section Chief, Supervisory Program Specialist within OCC at Hampton VA Medical Center and oversees the operation, coordination and administrative management of clinical services and activities throughout the OCC care Consult Referral Teams and Call Center. Responsible for the supervisory MSAs, Lead MSAs, the facility OCC Call Center, and the facility Teams consult management for all Medical Center wide community care consults. Team consists of 65+ staff members. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Initiates disciplinary measures as appropriate. Develops, reviews, and updates Position Descriptions and/or Functional Statements to ensure improvement or enrichment of duties and improvement in job satisfaction. Quality Outcomes Develops the need for and maintains an awareness of available resources and makes recommendations to the Chief OCC regarding needs, distribution, or redistribution of these resources. Works closely with the Chief OCC, the Nurse Manager, the Lead Provider, Business Manager, and other key OCC leadership staff in formulating budget recommendations for the service. Incumbent develops, implements, and monitors plans to effectively and cost-efficiently accomplish the mission within budgetary constraints on a weekly basis. Provides leadership data in determining the resource needs that support the program needs. Develops and implements systems, such as but not limited to, Date reports within SharePoint, Power BI, etc., and procedures for improving cost-effectiveness and productivity of staff and consult workload. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing plans, policies, procedures and SOPs; managing/leading programs and medical support staff, performing scheduling audits, coordinating collection of data concerning patient care activities OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. (Transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (Transcripts required).. You will be rated on the following Competencies for this position: Analysis and Problem SolvingInformation ManagementLeadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary in nature. Considerable walking is required due to the disbursement of offices throughout the medical center, stooping and bending is also required. Must carry documents and files weighing up to l0 pounds from one office to another.
