This position serves as the Supervisory Diagnostic Radiologic Technologist (Assistant Chief Technologist) for the Diagnostic Imaging Services (Radiology), Orlando VA Healthcare System. This position has full supervisory responsibility for the technical, administrative, and patient care functions within all cross-sectional imaging modalities, and may be assigned additional supervisory authority in other imaging modalities; when needed.
Duties
Seeks and receives guidance and approval for the overall operation of the clinical, technical, and administrative functions of the service from the Chief Technologist. Applies this guidance/approval in order to meet the clinical intent and service mission.
Communicates past, current, or anticipated future issues regarding patient care, staffing, equipment, or process to the Chief Technologist at the time of discovery in order to keep him/her apprised of issues that may impact service operation.
Remains aware of changes to VHA Directives, Policies, SOP's, memorandums, or other official forms of communication that impact organizational decision making. Understands the subsequent impact for each jurisdictional action or decision made and remains accountable to each.
Assumes responsibility and accountability for the performance, conduct, and compliance for all staff within their area of supervision. He/she recommends promotions, reassignments, disciplinary action, or other status changes of assigned personnel. Resolves informal and formal complaints of employees.
Provides direction to supervisory and non-supervisory personnel in the management of each clinical area and offers advice and guidance in handling unique problems.
Advises employees of performance requirements and keeps them informed of their progress in meeting these requirements. Holds corrective interviews with employees regarding inadequate performance or conduct.
Implements provisions of personnel management programs where well established procedures exist, such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance processes and safety practices.
Directs in-service training and radiologic student programs; ensure staff maintains a high level of skill and meet the minimum level of continuing education required for certification and/or licensure.
Recommends action to the Chief of Diagnostic Imaging Services, Imaging Program Administrator, Chief Technologist, and Administrative Officer regarding purchases, modifications, and construction within the department. Provides technical information when requested. Assists in the planning of new construction projects.
Participates in quality performance/improvement activities and ensures compliance with JCAHO requirement for activities under his/her area of responsibility. Quality assurance activities include image quality assessment and continual review and update of protocols and techniques.
Serves on local, VISN, and national projects and committees as assigned.
Maintains a meaningful role in designing long-range plans for the department, including but not limited to construction, new equipment, recruitment of personnel, as well as objectives of future needs of the Radiology Service.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not
possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3,
section A, paragraph 3g.
Certification. All applicants must be certified in general radiologic technology by the American
Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is
required for assignments that include computed tomography (CT), magnetic resonance imaging
(MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical
competency in the appropriate specialty and taken and passed the designated examination. [In
modalities that require advanced certification, to support their continued development, technologists
who do not possess an advanced certification may be provided on the job training with oversight
from a certified radiologic technologist.]
Education. Completion of a full-time training course of at least 24 months in duration (or the
equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a
certificate or an associate degree, accredited by the Joint Review Committee on Education in
Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the
Department of Education (DOE).]
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this
qualification standard are considered to have met all qualification requirements for the title, series
and grade held, including positive education and certification that are part of the basic
requirements of the DRT occupation. For employees who do not meet all of the basic requirements
in this standard, but who met the qualifications applicable to the position at the time they were
appointed to it, the following provisions apply:
(1) DRTs that require a certification, may be reassigned, promoted up to and including the full
performance (journeyman) level, or changed to lower grade within the occupation, but may not be
promoted beyond the journey level or placed in supervisory or managerial positions.
(2) DRTs that require a certification only at higher grade levels must meet the certification requirement
before they can be promoted to those higher grade levels.
(3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification
standard may not have their temporary appointment extended or be reappointed, on a temporary
or permanent basis, until they fully meet the basic requirements of the standard.
(4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education
and/or certification that meet all of the basic requirements of this qualification standard must
maintain the required credentials as a condition of employment in the occupation.
(5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.
Grade Determinations:
[Diagnostic Radiologic Technologist], GS-11
Experience. At least one year of experience equivalent to the next lower grade level directly
related to the position being filled that demonstrates the clinical competencies needed to provide
services as a quality control technologist, DRT team leader, supervisory radiologic technologist,
[PACS technologist, clinical program director], or an assistant chief radiologic technologist.
Assignments. For all assignments above the full performance level, the higher-level duties must
consist of significant scope, complexity (difficulty), and range of variety, and be performed by the
incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the
following assignments:
Supervisory Diagnostic Radiologic Technologist. This assignment is restricted to employees
serving as a full assistant chief to a GS-12 chief radiologic technologist. Individuals in this
assignment share full responsibility for managing the radiologic technology section. The candidate
must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the
assignment-specific KSAs designated by an asterisk (*):
i. Knowledge of overall radiology department operations, and the ability to judge effectiveness of the
operation.
ii. *Ability to monitor and evaluate subordinate supervisor's performance.
iii. *Ability to formulate plans, delegate authority, and follow-up on delegated tasks.
iv. Knowledge of new and recent developments in the field.
Preferred Experience: Supervisory Experience; 3 years preferred experience
Radiology Operations; 3 years preferred experience

The full performance level of this vacancy is GS 8. The actual grade at which an applicant may be selected for this vacancy is a GS 11.
Physical Requirements: The physical demands of the work include: Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability. Must have the ability to stand and work while wearing a lead apron for possibly long periods of time.
