This position is part of the Office of Small and Disadvantaged Business Utilization, Department of Energy. As a Management and Program Analyst, you will manage all aspects of the presentations, formatting, editing and drafting documents, such as newsletters, presentations, develop charters for working groups, milestones and track progress, develop action plans, project plans to meet due dates and resolve issues impacting timely deliverables.

Duties

As a Management and Program Analyst, you will: Serve as an analyst and/or advisor to management on analyzing and evaluating the effectiveness of a government program and its operations within a DOE Program Office, or a key segment of a broad, more complex program or organizational component within a Program Office. Interpret, review, an analyze policies, regulations, procedures, and system(s) requirements issued by higher authority to determine their impact on local operations. Manage inventory from and to multiple on-site locations including shipping and receiving to and from multiple locations. Track inventory, to include reporting, tracking and maintaining inventory control for invents. Maintain and support the upkeep of the Office of Small and Disadvantaged Business Utilization (OSDBU) dashboard, website updates, small business goal projections, OSDBU fact sheet and other data requirements in support of OSDBU goaling requirements, the Small Business Administration business goals and annual reporting requirements and in the support of the OSDBU mission. Evaluate arising issues and troubleshoot any emerging problems. Identify staff roles and responsibilities as related to support presentations, maintains files in electronic format in accordance with applicable standards and Departmental directives.

Requirements

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is included in a Bargaining Unit.
  • Occasional travel is required to attend quarterly meetings, conferences, events, and training.

Qualifications

The first step in the evaluation process requires meeting "SPECIALIZED EXPERIENCE REQUIREMENTS and SELECTIVE PLACEMENT FACTOR" stated below. SELECTIVE PLACEMENT FACTOR: This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. This position has a bilingual selective factor. You must be proficient in speaking, translating, writing, and reading in both Spanish and English. If you indicate language proficiency, you may be requested to provide a writing sample during an interview. Further consideration will not be given, if you fail to demonstrate fluency in both English and Spanish. SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Providing advice and assistance in the planning, organization, and/or execution of significant and diverse social and official events; AND Preparing written materials and products such as position papers, reports, letters, announcements, invitations, newsletters, fact sheets, brochures, and talking points to targeted audiences; AND Developing and disseminating of communication products (e.g., newsletters, blog posts, social media content, brochures, and website content) to convey energy information to internal and external audiences. There is no substitution of education for specialized experience at the GS-12 grade level. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
