This position is part of the Department of Energy, Office of the Chief Information Officer, Acquisition Management Office. As a Management and Program Analyst, you will serve as the Contracting Officer's representative in monitoring specified aspects of contractor performance to include compliance with all the requirements of the statements of work, specifications, or performance work statements.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is included in a Bargaining Unit.
  • Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) Level III is required within two years on entrance on duty.
  • Occasional overnight travel may be required.

Qualifications

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing technical assistance within the scope of a contract, such as interpreting specifications, statements of work, or performance work statements. Monitoring compliance with specifications or other contractual requirements requiring the delivery or use of environmentally preferable products, energy-efficient products, products containing recovered materials, and bio-based products. Evaluating contractor performance to ensure price or estimated cost are within contract obligations. GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Overseeing the performance of contracts to ensure compliance with the requirements of the statement of work, specifications, or performance work statement. Conducting periodic reviews of contractor compliance with specifications or other contractual requirements involving the delivery or use of environmentally preferable products, energy-efficient products, products containing recovered materials, and bio-based products. Developing acquisition/procurement plans for a multi-year program or system involving successive program stages. Education cannot be substituted for experience at the GS-13 and GS-14 grade levels. Federal Acquisition Certification in Contracting (FAC-C) and Federal Acquisition Certification for Program and Program Managers (FAC-P/PM) would be desirable, but is not required. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
