This recruitment will be used to fill multiple positions within HRSA's Maternal and Child Health Bureau. The duty locations for these positions are: Denver, CO Kansas City, MO Rockville, MD **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.**

Duties

These positions are a mission critical occupation and are responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Analyst, you are responsible for providing leadership and direction in the planning, implementation and administrative of the public health programs for women, children, and families. Your major duties and responsibilities include: Serving as a Project Officer responsible for providing programmatic direction, oversight, and technical assistance for maternal and child health grants and cooperative agreements. Partnering with federal and non-federal stakeholders to address needs of the maternal and child health population. Analyzing existing or proposed systems, strategies, services or other health related matters for long range implementation and administrative of maternal and child health programs. Conducting routine environmental surveillance and shares important information regarding, local, state, and/or regional needs of the MCH populations with staff and leadership. Requirements

  • U. S. Citizenship is required.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-12: In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying minimum qualifying experience at the GS-11 level include performing the following types of tasks on a regular and recurring basis: Monitoring maternal or child public health programs for effectiveness, including providing reports on potential issues or deficiencies; OR Collecting and compiling qualitative or quantitative surveillance data on maternal or child public health program, including providing written summary reports of findings for use by stakeholders at the state and local level. GS-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying minimum qualifying experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis: Conducting short and long term planning for maternal or child public health programs, initiatives or special projects based on public trends, issues, or priorities; OR Collecting, compiling, and interpreting surveillance data on maternal or child health programs from a variety of sources, including providing written recommendations for improving or enhancing programs at the state and local level. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. MATERNAL AND CHILD HEALTH PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of maternal and child health related program services and organizations as well as the policies that impact health programs and reimbursement of health services. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. PUBLIC HEALTH SURVEILLANCE - Knowledge of principles, methods, and procedures to conduct ongoing systematic collection, analysis, interpretation, and dissemination of health-related data essential to planning, implementation, and evaluation of public health practice.
