This position is located at the Ralph H. Johnson VA Medical Center, Charleston, SC. The incumbent is responsible for directing and supervising the administrative program management, accurately reporting trends, workload, and expenses, and the effective utilization of resources for the many complex Non-VA Care programs that are administered by the Non-VA Care Services Section. This position reports directly to the Non-VA Care Manager.
Duties
Duties include, but may not be limited to the following:
Supervision of the unit, efficient distribution of workload, accurate evaluation of results, and enhancement of procedures to meet workload demands.
Creates work assignments, writes position descriptions, and establishes performance standards for the Unit.
Prepares and conducts performance appraisals, and disciplinary actions, and will resolve informal complaints or issues whenever possible.
Develops policies and operating procedures for all programs under his/her supervision.
Personnel management activities that include ongoing training and development of personnel to ensure employees are kept advised of program changes, patches in VISTA software, program enhancements, and management directives.
Respond to unpredictable workload by realigning staff and responding to multiple demands made by upper management, private vendors, insurance companies, patients, veterans' families, and other medical centers.
Identifies and determines training priorities, provides training, administers programs and maintains employee records. Reviews competencies with staff, identifies learning needs, analyzes information obtained and submits recommendations to supervisor.
Provides accurate financial accounting for funding allotted to the Non-VA Care Services programs, and ensure that appropriate information on Non-VA Care programs is provided to caregivers, veterans, and other VA facilities.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00AM - 4:30PM. Subject to change based on agency needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of ICD-9 and CPT coding, anatomy and physiology. Knowledge of Medical Terminology due to the technical natures of the language utilized by most Non-VA Care-basis providers. Understands the process of admission, discharges, transfers, etc. Have a good working knowledge of Vista. Knowledge of laws governing release of information activities, Privacy Act, and Freedom on Information Act. Knowledge of a basic foundation of administrative concepts, principles and practices sufficient to perform independent duties involving eliminating conflict and duplication of work. Performing staff support such as, researching and analyzing problems and issues; planning and accomplishing special projects; providing budgeting and financial management assistant duties; mailing correspondence and reports; maintaining appointments, calendars and schedules meetings; obtaining and monitoring the use of services, supplies or equipment for an office; assigning work; advising higher level officials on practical and technical aspects of office administration. Note: Evidence of this specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. OR,
Education: To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D. at an accredited college, or university related to the work of the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: : Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
Preferred Experience: Supervisory in Federal Agency, Appointment Scheduling experience.
This is a supervisory/managerial position. Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period. If the selectee was a Federal employee prior to assignment to the supervisory or managerial position, failure to complete the probationary period successfully can result in their return to their former position, or to a position of no lower grade and pay than the one, which they left to accept the supervisory or managerial position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
