The incumbent in this position will function as the Supervisory Program Specialist for an 85,000 square foot Primary Care, Mental Health and multi-specialty service VAMC clinic. This position is directly responsible for planning, organizing, directing, coordinating, evaluating day-to-day operations, the oversight and effective management of the Community Based Outpatient Clinic (CBOC) under the Chief of Primary Care and reports directly to the Chief, Primary Care Service Line.

Duties

Duties include, but may not be limited to the following: Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office. Conducts or participates in special information flow studies, analyses, presentations and briefings, as assigned. Organizes functions and operations to maximize utilization of resources and clinic performance. Coordinates work operations with clinical and administrative personnel both inside and outside the VHA CBOC. Prepares narrative and statistical reports pertaining to clinic operations; briefs supervisors and executive staff. Conducts analytical studies on clinic operational processes, issue topics, or related special projects. Forecasts budget requirements, prepares and submits budget requests. Develops status reports or response material for higher level attention, review or signature. Provides expert advice to manager on human resource needs. Develops internal policies, methods and procedures for carrying out the mission functions, based on guidance and directives of the Ralph H Johnson VA Medical Center (RHJVAMC), VISN 7 and VA Central Office. Notifies and explains new or revised policy modifications, Central Office, VISN, and BVAMC directives, policies and guidelines to the clinic managers and staff. Implements new program goals and objectives. Develops and/or maintains a review system of these activities to ensure compliance with standards of various accrediting, regulatory and agency authorities (e.g., JC, CAP, OSHA) and to measure the quality of care. Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern. Develops short and long-range plans for achieving goals in conjunction with the overall plans of the RHJ VAMC consistent with the current strategic planning process Conducts surveys, gathers data and prepares report of findings on a variety of administrative operations and program measures, organizational improvement, organizational design and position management, and coordination among the health care system services. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery skill level in applying advanced qualitative and quantitative techniques in reviewing SAIL, SPARC, PCMM, PACT. Specialty consulting services provided with a focus on improving access and timeliness of care. Works collaboratively with facility services chiefs, both clinical and administrative, to ensure effective and efficient operations at the Community Based Outpatient Clinic (CBOC). Supervisor or senior staff member providing information on related work being performed that would influence projects, and furnishes general instructions as to the scope, objectives, priorities and limitations for which responsible. Plans, directs, coordinates, and manages the functions, work operations, and activities of the VHA CBOC that provides treatment in a variety of primary care, mental health and specialty care services. Directs the personnel management program for the CBOC including matters involving recruitment, promotions, awards, positions classification, training, disciplinary actions, etc. Develops and coordinates with Clinical Quality Management and Patient Safety Offices a quality assurance program to ensure both clinical and administrative activities are following standards issued by various accrediting and regulatory groups. Develops short and long-range plans for achieving goals in conjunction with the overall plans of the RHJ VAMC consistent with the current strategic planning process. Comprehensive knowledge of administrative policies which require a considerable adaptation and/or interpretation for application to issues and problems studied. You will be rated on the following Competencies for this position: Manages Human ResourcesProject ManagementStakeholder Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some travel is required. No other special physical demands are required of this work.
