This position is located at Captain James A. Lovell Federal Health Care Center (FHCC) located at North Chicago, Illinois. The FHCC is larger than just a single facility, rather is a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U. S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

Major duties and responsibilities include but are not limited to: Researches and analyzes complex and critical data and makes recommendations for identifying discrepancies and improving data management processes based on the analysis of the data Develops and maintains a variety of databases, conducts statistical analysis and generates a variety of reports Develops, implements, coordinates and maintains a tracking system of analysis of productivity metrics Prepares and/or reviews reports involving trend analyses and ensures follow-up in program areas Develops background and management options available to deal with complex system planning and implementation problems Ensures that applications and reports are complete, that all technical requirements are met, and all implementation requirements are accurately identified Performs a wide range of non-routine program and administrative functions that are essential to the program Reviews materials with regards to compliance with standards of external bodies and accrediting agencies Analyzes data, identifies trends and communicates concerns or issues Communicates with various groups, services and teams to gather information, discuss recommendations and coordinate improvement activities Provides support for compliance, process improvement and training activities; and Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of missions, organizations, programs, and requirements of health care delivery systems. Familiarity with regulations and standards of various regulatory and credentialing groups and ability to reconcile contradictory requirements in preparing staff recommendations and/or in coordinating clinical and administrative services; Familiarity with government-wide, agency, and facility systems and requirements in various administrative areas like budget, personnel, and procurement; Ability to analyze problems and present both written and oral recommendations taking into consideration the wide range of factors and requirements which affect the management of the health care delivery system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related (transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two (2) full years of progressively higher-level graduate education. Additional specialized experience include but are not limited to: Manages all clinic/provider profiles and scheduling grids, including set up and clinic maintenance; Understands the clinic practice management structure; Leads and manages annual clinic grid reviews; Proficient in technical aspects of job duties to include utilizing VSSC and CDW data cubes, Pyramid Analytics, VISN data reports and possesses the ability create and manage clinic grid/profile reports for all services throughout the facility; Responsible for timely review of all clinic profile requests; Demonstrates awareness of the Veteran population, their needs, the benefits and services available to them and an understanding of the VA's mission to serve Veterans and their families; Ensures daily work is customer-centered by seeking information to understand customer needs, manage expectations and takes initiative to organize and prioritize the workload demands within the work group; Anticipates and meets expectations of internal and external customers and follows up to ensure satisfaction, improve service quality and meet agreed upon timelines; Builds and strengthens internal partnerships within the Medical Center to provide for enhanced operational coordination and communication among staff and Veterans; Responsive to requests for information, assistance and guidance. You will be rated on the following Competencies for this position: Administration and ManagementAnalysis and Problem SolvingCustomer Service (Clerical/Technical)Data Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
