Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Office of Administrative Services/Resource Management of the Export-Import Bank of the United States (EXIM) and is assigned to the Capital Management and Facilities Division. This position reports to the Director of Facility Operations.
The incumbent serves as a Facilities Operations Specialist, supporting Capital Planning and Facilities Services Director and assist with scheduling and coordinating all activities associated with facility services, space planning and logistics functions.
At the full performance level, duties include, but are not limited to:
Follows established policies, programs, and procedures. Coordinates and conducts on-site inspections to ensure that the customer's requirements are satisfied and all standards and/or building standards are met.
Schedules and coordinate all activities associated with facility services, space planning and logistics functions for the Export-Import Bank of the United States.

Provides input regarding business management and technical direction on all programs and projects related to EXIM's physical space management and design, relocation, construction management, building services, inventory control and facility renovation/alteration.
Reports to the supervisor on program results and project scopes which includes space allocations, short and long-term space needs, post-pandemic re-entry space adjustments and workforce space adaptability.
Consults with the customer to ensure conformity to contractual obligations; establishes and maintains technical and financial reports to show progress of projects to management and customers. Presents solutions and actions to senior leaders for approval.
Monitors and coordinates with General Services Administration (GSA) on the building maintenance program, sustainability program, safety and energy conservation, environmental programs.
Conducts quarterly reviews of the physical plant for structural and system integrity, including inspections of the physical space, i.e., floor plans, elevators, air conditioning, structures such as walls, doors, and windows, cooling system, electrical, mechanical, and plumbing.
Monitors and reports on the status and progress of work to the Director of Facility Operations. Prepares reports and maintain records of work accomplishments and administrative information, as required. Estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks.
Informs to Director of Facilities on status of building maintenance, deadlines, assignments internal to EXIM, milestones, and funding needs.
Establishes and maintains budget, forecasting, and administrative expense reports related to facility fixed-cost investments and capital management.
Serves as Contracting Officer Representative (COR) responsible for contract management and contract administration of major agency-wide contracts.
Reports to the supervisor on project progress, potential problems, progress in mastering tasks and work processes, and individual training needs.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve work products.
Ability to serve as a Contracting Officer 's Representative (COR) for operating equipment and facilities services.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience and expert knowledge in utilizing design (i.e., AutoCAD, Autodesk/Revit);
Experience coordinating and conducting on-site inspections of physical space;
Experience with respect to financial management, in areas such as budget and forecasting, administrative expenses related to fixed-cost investments and/or capital management related to facilities; AND
Experience managing contracts and an understanding of Federal Accounting Regulations (FAR)in relation to Government Contracting.
GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience and expert knowledge in utilizing design (i.e., AutoCAD, Autodesk/Revit);
Experience coordinating and conducting on-site inspections of physical space;
Experience with respect to financial management, in areas such as budget and forecasting, administrative expenses related to fixed-cost investments and/or capital management related to facilities;

Experience assisting in the assignment and direction of work of junior personnel and other staff employees, scheduling and coordinating facilities space planning, reviewing construction contracts, and/or overseeing multiple projects, project goals and deliverables
Education cannot be substituted for experience at the GS-12 and GS-13 grade levels.
