This position directs a broad and multifaceted program of services and management programs within the Chicago VA Regional Office, located in Chicago, IL. The incumbent plans, manages and evaluates the administrative and finance sections through subordinate supervisors.
Duties
Present regular briefings to the Director and/or Assistant Directors, providing workload status, progress on projects, and making upper management aware of all issues or problems with which he/she should be acquainted or must become involved.
Serve as Personal Identity Verification (PIV) Official who manages the PIV issuance process at the Regional Office (RO) and is responsible for the total scope of the chain trust of the process.
Give advice and recommendations on the administrative feasibility of operating
plans, suggestions, and proposals.
Conduct detailed studies and analysis of organizational functions and work
processes during all phases of Regional Office (RO) activities and provide appropriate
recommendations.
Act in an advisory capacity to the Director and/or Assistant Directors relative to
availability of funds for personnel additions, procurement of equipment and
significant expenditures for contractual services.
Oversee the financial and budgetary operations through subordinate supervisor(s).
Serve as liaison with contractors concerning building maintenance, security, and housekeeping.
Provide guidance to supervisors and staff with the Regional Office (RO) on matters of policy and personnel management issues.
Serve as a reviewer and approving official for performance evaluations prepared by subordinates.
Coordinate and manage the exchange of information between finance personnel, the Director's office and operating divisions.
Perform other related duties as assigned.

Specialized Experience:
GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position for the grade level 13 is defined as: (1) Providing administrative study findings, recommendations, plans, and reports, (2) Advising on administrative functions pertaining to facilities, budget, security, and safety.(3) Presenting position papers/technical information to senior management pertaining to administrative issues.(4) Conducting independent evaluations of administrative functions . AND (5) Preparing/monitoring budgets to resolve financial management issues.
There is no option for the substitution of education for the specialized experience at the grade level of GS-13.
