The Safety and Mission Assurance (SMA) Directorate is hiring a Computer Engineer in the Mission Software and Ground Systems Assurance Branch to serve as Chief Safety and Mission Assurance Officer (CSO) for Goddard Space Flight Center Ground Systems. Ground System CSOs are responsible for SMA oversight of the antenna, communication networks, and data processing systems that facilitate command and control of spacecraft and production and distribution of spacecraft health and science data products.
Duties
Provide organizational leadership and technical authority in the definition, flow-down and implementation of requirements for System Safety, Reliability Engineering, Quality Engineering, Software Assurance and Supply Chain Management.
Oversee the preparation and implementation of the project Mission Assurance Requirements (MARs), including tailoring of requirements and flow-down through contractual documents and technical specifications.
Establish overall Safety and Mission Assurance (SMA) strategy for in-house support and supplier surveillance throughout the design, development, operation, and maintenance of NASA/Goddard Spaceflight Center Ground Systems.
Establish and maintain the SMA budget, by estimating the proper levels and types of SMA resources needed to support the project, evaluating and modifying support as needed throughout the project lifecycle.
Oversee the development and maintenance of assurance plans (System Safety, Reliability Program Plans, and Software Assurance Plans) and coordinate and schedule project SMA activities, i.e. analyses, audits, inspections, reviews
Serve as a voting member on the project boards and panels including the Risk Management Board (RMB), Configuration Control Board (CCB), and Failure/anomaly Review Boards as the SMA Technical Authority.
Participate in the approval process for project waivers and deviations, risks, non-conformances, anomalies, and configuration changes.
Support improvement initiatives associated with Ground Systems assurance requirements, processes, procedures, tools and techniques.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading efforts to define or develop assurance requirements for extensible and scalable Mission Critical Ground Systems;
Leading the overall design/development, operations, testing, and maintenance of flight and ground software systems and associated applications; and
Leading efforts to evaluate Ground System change requests, problem reports, and system failures for impact to safety, reliability, and performance requirements.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
