Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator- Management CFO/Finance and Performance Budgeting Division (FPB).
As a Management & Program Analyst (Senior Policy Analyst), you will:
Serve as the Senior Technical Advisor to TTB's Strategic Management Core Team, for all bureau-wide internal control and risk management related practices.
Conduct and coordinate program reviews, analytical studies, evaluations, and other reports of financial and non-financial management processes and systems, as well as new programs and risk assessments, internal control reviews, and other assessments.
Serve as the lead for the Bureau's Senior Advisory Team (SAT), which is comprised of individuals from all parts of the organization who may affect internal controls over financial reporting, including strategic, operational (including Information Technology, financial, and programmatic aspects).
Perform independent analyses and studies of complex problems facing the programmatic and financial functions of particular concern or interest to the Bureau or Department, to include existing, new, or proposed programs, authority, or legislation, and evaluate the content of new or modified legislation for projected impact upon the agency's programs or resources.
Recommend new policies and procedures affecting program and financial operations to improve business processes throughout the Bureau that may require extensive changes in established procedures.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Leading diverse teams of auditors or analysts to provide products in a timely and professional manner; AND
Performing formal and informal briefings and presentations of a technical nature to high level management defending a position or to gain support from the audience in an audit environment; AND
Providing technical advice, guidance, and recommendations to management/leadership; AND
Planning projects relevant to organizational goals and operational objectives; AND
Researching, analyzing, and evaluating information to draw conclusions and devise solutions; AND
Analyzing audit or financial data to evaluate risk.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.
