You will serve as a Computer Scientist in the SCI Information Technology (IT) Branch, SCI Information Technology Program Management Office, Office of the Technical Director, Naval Oceanographic Office (NAVOCEANO) of NAVOCEANO BAY ST LOUIS.
Duties
You will advise management on the technical aspects of software projects.
You will manage database system projects to support an organization's initiatives.
You will explain risk analysis of new or current information systems, networks, software, or hardware.
You will conduct systems maintenance (e.g., upgrading, debugging) for continued system operability.
You will troubleshoot an organization’s network, application, or database to correct a system problem.
You will prepare and maintain software engineering documentation to support software requirements.
You will write reports and correspondence to brief senior leaders on programs and projects.
You will analyze network protocols, performance, and security for testability to determine network or system quality and functionality.
You will verify or validate compliance of platform systems with security requirements.
Requirements
- This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 45.
- Incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
- Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties
- Participate in a continuous learning program as described in SECNAVINST 1543.2.
- A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor."
- The work day may involve working shifts.
- The incumbent may be called in during non-duty hours for operational need.
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing software solutions which provide integrated information management and information technology capabilities to meet specified warfighter and business requirements; Experience designing, documentation, development, modification, testing, installation, implementation, and support of new or existing application software; Experience Planning, developing, implementing, and/or administer the collection, storage, maintenance, integrity, and retrieval of data, using knowledge of computer hardware, software, and systems; Experience applying principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance; Experience conveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling; Experience ensuring the application of information security and information assurance policies and practices to the software administration process.

Education
Basic Education Requirements:
Successful completion of a bachelor's degree in computer science
OR
Successful completion of a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
