You will serve as a FACILITY OPERATIONS SPECIALIST in the FACILITIES MANAGEMENT AND SUSTAINMENT (FM&S) PRODUCT LINE, FACILITIES MANAGEMENT DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will collect and record all program required data and costs, using required corporate authoritative data management systems (such as MAXIMO, iNFADS, and ESAMS) and processes. You will maintain the Asbestos Program to facilitate transparency, repeatability, sustainability, and efficient turnover. You will serve as the resident expert on the condition of facilities. You will screen urgent and routine service request considering issues of safety, urgency, health, and security.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1 - Communicate daily with customer and coordinating all maintenance services for assigned facilities. 2 - Screen all work requirements considering issues of safety, urgency, priority, health and security and recommend or initiate appropriate action to properly maintain the facility and minimize life cycle costs. 3 - Maintain budget oversight. Responsible for tracking estimates and expenditures and implementing controls necessary to keep budget execution in line. 4 - Review projects that impact assigned facilities in scope, complexity, and design to ensure that sound engineering principles are utilized and that work is compatible with existing facility systems and customer mission. 5 - Responsible for communicating customer concerns and desires so that proper customer focus will be incorporated in the funding decision making process. Makes recommendations for prioritizing projects to ensure that the needs of the tenants are met regarding mission requirements and other high impact or command interest issues. Answers customer concerns and questions regarding their facilities requirements. 6 - Knowledge of theories, principles, practices and techniques of environmental, safety and/or occupational health regulations (federal, state and local) and policies as they pertain to operations and sustainment of complexes of facilities (such as Navy installations). 7 - Knowledge of bulk material and air sampling, assessment, impacts, risks and controls. Basic understanding of building systems and interrelationships as well as potential environmental impacts and/or hazards related to building and facility sustainability issues & potential effects on meeting existing requirements. Knowledge allows effective identification of the facilities management processes affected or impacted in order to determine regulatory applicability of various personnel groups, operations, and resources. 8 - Knowledge in meeting requirements of environmental compliance management practices to avoid or correct legal implications of non-compliance. 9 - Knowledge of monitoring and research of regulatory and industry practice development.
