The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Serves as the Requirements Analyst overseeing the analysis, planning, direction, and timely execution of the gathering and documenting of requirements for all DTIC tools and applications managed by the Directorate.
Gathers and documents requirements for DTIC products, programs, and applications; Identity and Access Management, Search, Data Analysis, Collaboration, and the integration of IT resources to infuse emerging technologies and new data resources.
Researches and assesses user needs and requirements and translates them to functional and technical requirements.
Applies strong technical skills, business intelligence, and project management experience to translate user needs to technical teams and directly lead implementation meetings with government staff and contractors.
Serves as the key interface between users and internal service partners to ensure sufficient information has been gathered, system requirements and processes have been documented, and end products have been verified to meet user needs.

Qualifications
Specialize experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience gathering, documenting, and analyzing user requirements and translating them to functional, technical, and systematic requirements; performing user acceptance testing; project management of search, collaboration, data analytics, and/or identity and access management capabilities; incorporating artificial intelligence; and machine learning capabilities into products or tools; Agile Software development and the DevSecOps process framework; supporting user lifecycle management; and explaining and presenting concepts to technical teams and non-technical users in an understandable way.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
