You will serve as a Supervisory Program Manager in the NAVAL AIR WARFARE CENTER SCIENCE & TECHNOLOGY REINVENTION LABORATORY of NAVAIRWARCENADLKE.

Duties

You will control all resources for a program (e.g., funding, types of contracts, team priorities, schedules, integrated program team [IPT] tasking) required for successful execution. You will direct the actions and coordinate the activities of cross-functional teams to achieve program goals and milestones. You will develop budgetary strategies to achieve program objectives within resource constraints. You will manage the work efforts of an integrated program team (IPT) in accomplishing goals. You will administer program finances, human capital resources, or technical components to meet program operational commitments.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03/GS 12-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional (Supervisory Program Manager) performing duties such as: 1) Leading organization in realizing both the local Division (i.e., Aircraft or Weapons Division) and the NAVAIR Strategic Plan. 2) Carrying out the full range of combined technical and administrative direction of others. 3) Ensuring sound fiscal management by observing and applying STRL position management and classification principles; analyzing, monitoring, and reducing costs; forecasting budgets; and providing information to higher level management on future staffing, facility space, and equipment needs. 4) Serving as the single point of contact for all NAVAIR, interfacing with headquarters, contractors, and other government activities involved in the program. 5) Providing overall direction, coordination, and management of all facets and functions of a major technical program or several closely related programs. 6) Supervising a staff of assistant managers, project engineers, business managers, and functional specialists for overall technical direction of the program.
