Duties

These positions are located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of Production and Development, Resource Conservation Section, in Jefferson, LA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. Performs advanced reservoir studies using mathematical simulation, material balance calculations, decline curve analysis, and other analytical methods to ensure maximization of hydrocarbon recovery and the prevention of waste. 2. Reviews controversial requests from operators to produce within 500 feet of a property line, to downhole commingle reservoirs, and to produce from the gas-cap of a sensitive reservoir (an oil reservoir with an associated gas cap). Presents findings and recommendations to the Unit Supervisor and Staff Engineer. Prepares draft letter responses to operator applications including action to approve or deny. 3. Analyzes operator requests to flare or vent gas, and to burn liquid hydrocarbons. Makes decisions to approve, reduce, or eliminate flaring or venting during emergency situations and directs operators to shut in wells in accordance with these decisions. 4. Analyzes data submitted contained in Well Potential Test Reports, to ensure that reservoirs are being depleted in a prudent manner. Reports findings of regulatory non-compliance to the Unit Supervisor and Staff Engineer. 5. Works with staff engineers, petroleum technicians, to accept well test reporting and ensure regulatory compliance. 6. Serves as a SME and participates alongside other staff in meetings, conferences, and technical presentations with the representatives of State(s), other Federal agencies, legal entities, and industry representatives in projects of mutual concern. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2802, is the exclusive representative of all employees in this bargaining unit. Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450 (not required for GS-05/07/09). Salary Range Information: GS-05: $43,682 - $56,792 (per annum) GS-07: $54,111 - $$70,343 (per annum) GS-09: $66,188 - $$86,041 (per annum) GS-11: $80,081 - $104,101 (per annum) GS-12: $95,984 - $124,779 (per annum) First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-24-CM-025(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures. Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying. Petroleum Engineering Series, 0881: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure Written Test Specified academic courses Related curriculum -AND- (2) Specialized Experience: In addition to meeting the Basic Educational Qualification requirements, applicants must have either A. Specialized Experience or B. Education (directly related) or C. Combination of Education and Experience to qualify for the grade to which you are applying. A. GS-5 Specialized Experience: To qualify for the GS-05, all applicants who meet the basic education requirements described in the individual occupational requirements are fully qualified for the GS-5 grade level. A. GS-7 Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Assisting with oil and gas reservoir evaluations; OR 2. Assisting with oil and gas well testing or preparing production reports. MUST MEET 1 or 2. -OR- B. Education: You may substitute education (education that is directly related) for experience at the GS-07 level if you have achieved: one year of progressively higher-level graduate level education; Superior Academic Achievement at the baccalaureate level in an engineering program; or successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. -OR- C. Qualifying combination of Education and Experience: Appropriate Combinations of Graduate Education and Professional Experience that totals 100% of the requirement for the GS-7 grade level. A combination of graduate level education and specialized experience that totals 100% of the requirement for the GS-07 OR Applicants with an engineering Bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months. A. GS-9 Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Assisting with oil and gas reservoir evaluations; AND 2. Assisting with oil and gas well testing or preparing production reports; AND 3. Assisting with the design, operations, and/or reporting of offshore oil and gas processing equipment. Must Meet All -OR- B. Education: You may substitute graduate education for experience if you have achieved: a combination of superior academic achievement and 1 year of appropriate professional experience that is related to the position; 2 years of progressively higher-level graduate education leading to a master's degree; or a master's or equivalent graduate degree. -OR- C. Qualifying combination of Education and Experience: A combination of successfully completed graduate level education (only successfully completed graduate level education beyond the first year is creditable towards meeting this requirement), and specialized experience equivalent to the GS-7 level that totals 100% of the requirement for this grade level; or combination of superior academic achievement and 1 year of appropriate Professional Experience. GS-11 Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing oil and gas reservoir evaluations to determine the appropriate development plan for an asset; AND 2. Conducting oil and gas well testing or preparing production reports; AND 3. Assisting with the design, operation, and/or reporting of offshore oil and gas processing equipment; AND 4. Assisting with petroleum economic evaluations utilizing petroleum economic software; AND 5. Assisting with oil and gas reservoir studies using simulation, decline curve analysis, or material balance to determine expected recovery. MUST MEET ALL. -OR- B. Education: You may substitute graduate education for experience if you have achieved: 3 years of progressively higher-level graduate education leading to a Ph.D. degree OR a Ph.D. or equivalent doctoral degree. -OR- C. Combination of Graduate Education and Experience: A combination of successfully completed graduate level education and specialized experience equivalent to the GS-9 level that is related to the position and total 100% of the requirement for this grade level. A. GS-12 Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 level in the Federal service, or comparable experience not gained through Federal service, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing oil and gas reservoir evaluations to determine the appropriate development plan for an asset; AND 2. Conducting oil and gas well testing or preparing production reports; AND 3. Assisting with the design, operation, and/or reporting of offshore oil and gas processing equipment, including the flare and/or vent system(s); AND 4. Performing petroleum economic evaluations utilizing petroleum economic software; AND 5. Performing oil and gas reservoir studies using simulation, decline curve analysis, or material balance to determine expected recovery. MUST MEET ALL

Education

Education may not be substituted for experience at the GS-12 grade level.
