Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Region, Office of Technical Data Management in Jefferson, LA. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Plans, directs, organizes, and reviews the activities of an interdisciplinary group of senior staff and provides technical oversight for related contracted work. Oversees the planning, budgeting, implementing, and managing of data and records management initiatives, processes, contracts, and projects along with the BSEE/BOEM on-line data center. Defines unit, program, and project objectives and aligns them with TDM, GOMR, and BSEE objectives and strategies, developing the methodologies, establishing priorities, and preparing schedules for the performance of assigned work. 2. Ensures fair and unprejudiced employment practices when recruiting and selecting candidates for appointments to positions under his/her supervision. Actively supports the Equal Opportunity Program in day-to-day activities and on a regular basis. 3. Contributes to the development of long-term geographic, geological, geophysical, and engineering data and records management objectives and strategies. Promotes data and records management best practices and ensures that legal, regulatory, and policy requirements are consistently applied over time. Establishes performance metrics and uses them to improve processes and information quality. 4.Serves as a technical expert for the Region on information management matters regarding geographic, geological, geophysical, and engineering information and data. 5. Develops methods and specifications for processing complex geoscience and petroleum engineering data that cannot be handled using automated routines (e.g., location departures for non-rectangular blocks or overlapping directional surveys). Provides data analysis advice and assistance. 6. Manages projects and contracts for cleaning up historical data, meta data, and documents. Manages contracts for processing incoming documents and data. Works closely with the e-Gov Project Management Office (PMO) to develop, implement, and maintain plans for data governance, administration, management roles and responsibilities, and data cleanup and migration. 7. Oversees and manages the BSEE/BOEM Data Center. 8. Resolves exceptionally difficult reporting problems with industry data reporters and initiates coordination and collaboration activities with information technology and GOMR program offices. Provides advice and instructions to individuals seeking to comply with regulatory requirements, performance measures, or established data standards. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: $134,876 - $175,335 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND(2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Petroleum Engineer (0881) A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.). -OR- B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. Geologist (1350) A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR- B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Managing the processing, storing, distribution, and accessibility of documents and data; Performing analyses to determine the data needs for the agency; Experience in the use of TIMS well data and MWAD (Maintain Well Attachment Data) and Analyzing engineering and geoscience data to determine how to organize, share, control and make it easily accessible for other users.
