Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement with the Office of Production and Development, Measurement Approval & Enforcement Section, Measurement Verification Unit, Gulf of Mexico OCS Region,
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Performs the full range of supervisory duties and ensures equal opportunity for the Section's employees in the selection of employees for training, promotions, awards and recognition, and other career development opportunities. Responsible for the on-the-job safety and health of all employees under his/her jurisdiction
2. Provides leadership and supervision to the Measurement Verification Unit. Works with independent responsibility in performing all matters concerning oil and gas production measurement and verification.
3. Oversees the analysis of highly technical oil and gas measurement specifications and decides on the methodologies used to achieve work goals and objectives. Determines management strategies within the unit and provides significant coordination of activities with other units, other agencies, and the oil and gas industry to ensure that all work duties are accomplished in an efficient and timely fashion.
4. Serves as the Regional authority and focal point for all matters concerning production measurement and verification, production allocation procedures, and various standards and regulations related to oil and gas measurement and allocation.
5. Serves as a member of the Hurricane Response Team providing support to ensure the stability and efficient on-going operation of agency activities in the Gulf of Mexico in accordance with the COOP.
The Bureau of Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: Step 1: 141,215 - Step 10: 183,582 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
SUBMISSION OF TRANSCRIPTS IS REQUIRED.
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

(2) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Assisting in and/or providing technical advice, policy guidance, and program leadership for oil and gas measurement and verification programs and issues.
2. Assisting in and/or writing and presenting policy documents and advising senior management in the areas of oil and gas measurement and verification management.
3. Assisting in and/or providing expertise in the analysis, monitoring, and maintenance of the Liquid and Gas Verification Systems.
