You will serve as a Intelligence Specialist (Advanced Signals Analyst) at the GG-13 grade level reporting to Navy Information Operations Command (NIOC), conducting operations within the Pacific TECHSIGINT (Technical Signals Intelligence) Analysis Center (PTAC)/Pacific Signals Analysis Laboratory located at NSA/CSS Hawaii, responsible for the Navy Technical Communication Intelligence (COMINT) analysis, requirements and reporting.

Duties

You will supervise a cadre of 18 Navy Technical Signals Intelligence (SIGINT) specialists and liaises extensively with the Hawaii Office of Weapons and Space. You will be responsible for meeting the needs of naval forces for Technical Signals Intelligence (SIGINT). You will conduct highly complex and sensitive Technical Communication Intelligence (COMINT) analysis equipment (TARGET, SHOCKWAVE, SSEE). You will be responsible for Concepts of Operations (CONOPS), Tactical Techniques and Procedures (TTPs), OPTASK Cryptology, Operation Orders (OPORDS) and Tasking Orders (TASKORDS), as well as historical analysis, processes, and techniques. You will perform in-depth and comprehensive analysis on Pacific Theater high interest Communication Intelligence (COMINT) signals. You will author in-depth Technical Communication Intelligence (COMINT) analysis reports to satisfy Theater and National intelligence requirements. You will coordinate and collaborate analytic and technical information amongst elements in the Global Signals Analysis Laboratory (GSAL) and within the Global TECHSIGINT Enterprise (GTSE). You will present Technical Communication Intelligence (COMINT) analysis results to a variety of Theater, National and global Communication Intelligence (COMINT) audiences. You will collaborate with and provide processing advice and guidance to regional/partner as well as special purpose SALs. You will establish new policies or revise existing policies to ensure the command is enabled to meet increasing demands and complex analytic problems. You will coordinate with Fleet Cryptologic Resource Coordinators on recommendations for regional TECHSIGINT tasking, including advisory tasking for their theaters. You will perform threat system analysis supporting counter-measure and signal descriptor file development. You will develop new processes and techniques to keep pace with technological advances.

Requirements

  • This position may require a Polygraph Examination.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Providing top-level Signal Intelligence (SIGINT) analysis and production tasks in agreement with intelligence regulations and standards. Performing in-depth and comprehensive analysis on high interest Communication Intelligence (COMINT) signals. Authoring in-depth Technical Communication Intelligence (COMINT) analysis reports to satisfy Theater and National intelligence requirements. Conducting highly complex and sensitive Technical Communication Intelligence (COMINT) analysis equipment.
