You will serve as a GG-0132-15 Supervisory Intelligence Specialist at NIOC PACIFIC COMPUTER NETWORK OPERATIONS located in Kunia, HI. As the Cyberspace Technical Director and senior advisor/consultant to the Commander Task Force 1070/Pacific Joint Forces Headquarters - Cyber Forward, you will direct and oversee all matters regarding cyberspace operations.

Duties

You will provide leadership, oversight, policy development and implementation, strategic planning, management, and technical direction of cyberspace operations. You will plan, manage, coordinate, and lead cyberspace operations crisis and deliberative planning for execution of theater plans, contingencies and exercises. You will plan, manage, and execute cyber operations joint training, experimentation, and certification, as well as the assessment and development of operational capabilities and tactics, techniques, and procedures. You will oversee and manage a matrix support workforce comprised of both military and civilian personnel, including other supervisors. You will organize, develop, manage, and lead collection activities. You will develop strategies and set goals in order to staff, train, develop, and enable assigned personnel. You will be responsible for providing justification, direction, and allocation of resources.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Occasional travel within and outside U.S. required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Manage cyber intelligence operations to attribute adversarial cyber persona to identify the attack's point of origin and determine necessary procedures. 2. Conduct all-source intelligence to arm network defenses and inform network maneuvers as it relates to established policies. 3. Coordinate the leveraging of national and service component data and reporting to assist in the development of effective countermeasures. 4. Provide operational advice of network operations and cyber security to highlight the impact to the mission and coordinating actions to resolve issues.
