You will serve as a Human Resources Director (HRD) for Naval Facilities Engineering Systems Command Headquarters, an Echelon II command. As the HRD, you will serve as the senior advisor for all Civilian Human Resources (CHR) policy and service delivery for serviced organizations and is responsible for executing all CHR programs, policies, workforce planning, strategic hiring plans, and day-to-day operations of the Human Resources Office (HRO) for a total of 900 to 1,000 civilian employees.

Duties

You will be responsible for managing the HRO and serving as the CHR advisor for a distributed workforce dispersed throughout the assigned area of responsibility. You will be responsible for the implementation and administration of all elements of CHR policy and support within your assigned area of responsibility. You will plan and administer recruitment and staffing and employee relations programs for all serviced activities. You will advise management on pertinent legislation, policies, methods, procedures assuring compliance with all applicable regulations. You will maintain appropriate liaison with OPM, the Office of Civilian Human Resources (OCHR) and servicing OCHR Operations Centers, Director of Civilian Human Resources (DCHR) staff, and others. You will direct the preparation of notices, instructions and other types of material required to implement CHR policies and procedures established by the DCHR. You will occasionally represent the DCHR at governmental and non-governmental conferences and meetings and may attend various business conferences to stay abreast of the changing field of CHR and personnel management. You will provide direct support to the Executive Director in managing all Senior Executive Service (SES), Scientific and Professional (ST), Senior Level (SL), and Highly Qualified Expert (HQE) positions across NAVFAC. You will provide advice and guidance to NAVFAC executive leadership on classification regulations and processes to assist in the development, classification, and maintenance of executive level position descriptions. You will supervise a staff of several GS-13 positions across multiple functional areas of CHR.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving two or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
