Serves as an Mechanical Engineer and facilitates complex actions to ensure the implementation of major, state-of-the-art, ESPC contracts and activities.
This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Washington D.C.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Manages and executes complex technical mechanical engineering activities for NCR’s portfolio of ESPCs. Reviews and evaluates work progress, recommends redirection of effort where necessary and recommends follow-up action, level of financial support, and subsequent technical emphasis. Performs research necessary to evaluate and confirm contractor's results. Accepts or rejects contractor's work products and proposals.
Serves as the technical lead in the evaluation of proposals, business plans, specifications, operating budgets and technical terms/conditions of ESPCs. Reviews energy savings calculations, measurement and verification plans and protocols, reviews designs for compliance with engineering principles, company standards, customer contract requirements and related project specifications. Evaluates and approves design changes, specification and drawing releases. Continually reviews and monitors project progress, making resource adjustments as appropriate to timely complete assigned project. Consults with contract and other personnel to resolve difficult and complex problems arising during project. Performs complex technical calculations to identify the most efficient and cost-effective solutions to unique problems posed by the project.
Coordinates activities concerned with technical developments, scheduling, and resolves engineering design problems. Coordinates with other team members to assure that all technical areas are covered and that proper architectural and engineering design and construction consideration is given to meet the total project objectives and schedules. In this regard, provides technical guidance to lower grade scientists, engineers and technicians assigned to assist in all facets or parts of the project(s).
Serves as the lead and facilitates performance contracting to third-party financing, including acquisition planning, developing solicitations, evaluating proposals, leading negotiations, awarding contracts, and administering the post-award phase. Performs review and analysis functions to include cost/price analysis used to determine price reasonableness.

The GS-13 salary range starts at $112,015per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.SPECIALIZED EXPERIENCE: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is mechanical engineering experience identifying advanced solutions to complex energy related problems and applying state-of-the-art technology for optimizing building energy and water consumption. Applicant must demonstrate experience evaluating the impact on energy performance of mechanical system alternatives; performing complete heating and air-conditioning system load calculations; energy modeling and system design with emphasis on energy efficiency based on LEED and ASHRAE 90.1 standards; developing scopes and costs for viable solutions to high-energy using buildings; and managing projects, including procurement and functional testing.
